Range m the West Desert south into Juab and Millard Counties to test fighter pilots in mock electronic warfare Several public scoping meetings about the Test Electronic Combat Capability (ECTC) project were held group “Downwinders” has accused the Air Force of withholding information about the impact of the proposed electronic test range in the West Desert Steve Erickson’s criticism is based on an draft report written by the Air Force last April that he acquired in late February Air Force officials say PROPOSED FLOTSTA SITES last fall but Erickson said government officials did not come clean in those hearings Among impacts he said they did not discuss: An increase in night flights out of Hill Air Force Base in Ogden is expected No mention was made in the hearings of the use of live bombs in the tests The report mentioned new supersonic flight corridors that would also increase the number of flights Miles of fiber optic cable will be laid linking the electronic targets Erickson said just as disturbing as the report itself is the fact that the Air Force withheld it “What’s most disturbing is that this document was prepared in April of last year and here we are getting it through concerned citizens who somehow happened on to it” Downwinders has been trying to get documents like the draft report for months through the Freedom of Information Act The document Erickson now has was given to him not by the Air Force or through the FOIA quest but by “concerned citizens” Erickson said he was given the report he by an individual on the condition not identify his source He said the person was not an Air Force official or employee “It was a guy I had never heard of before” Erickson said “I don’t know how he got his hands on it He told me over the phone that to his knowledge there were only two copies of it outside the Department of Defense I didn’t ask him how he got it” There are no markings on the document indicating distribution or “Had it been marked classification ‘classified’ of course I wouldn’t have touched it” Erickson said The “Description of Proposed Action and Alternatives” was dated April 12 1988 It was written by the Air Force Operational Test and Evaluation Center Kirtland Air Force Base New Mexico It was labeled “Edition 10” “There is some hot stuff in there” Erickson “and that’s what’s making the Air Force sweat” Some of that “hot stuff:” The document said “the extent of public domain land around the ECTC may determine future decisions to areas if pand into unrestricted necessary and could be a factor regarding range security” Erickson said the Air Force is out for “a wild land grab especially when you hear comments from the federal commission on base closures) that the military needs to buy more land throughout the West for things like electronic battlefields” “Fortunately” the report reads “an alternative solution which avoids use of the north range of the Utah Test is afand Training Range near forded by the combination of sparse population density south of the UTTR and the favorable political climate for military requirements in Utah” Land needed to set up targets would be 15 by 70 miles with of its activities that impact the state Erickson said he believes the April study falls within the guidelines of the memorandum but that state government officials didn’t have it until he Erickson anyone in Utah including state officials The next day the TV station reported Gov Norm Bangerter’s Chief of Staff Bud Scruggs told them otherwise Scruggs said while he and the governor were unaware of the April report Air Force officials told him that Dr Randy Moon the state’s science advisor had seen it Since Moon was on a family vaca tion out of state at the time and not available for comment review draft plan was completed in January Director of the Larry Anderson State Division of Water Resources said purpose of the plan is to help coordinate activities of local state and federal water
