Board members and committee members from Utah and Idaho met in an all-day session to draw up the program pro-gram that will be presented to delegates and members at the Seventeenth Annual Convention to be held January 16th and 17th. The group endorsed the farm program proposed by the 25 member mem-ber farm organizations now actively active-ly engaged in presenting their programs pro-grams to the House Agricultural Committee, the Secretary of Agriculture Ag-riculture and to the Congress. This coalition suggests the following guide lines for strengthening the nation's farm programs. (1) Secretary Hardin has stated that "any change downward in subsidies would immediately have a dollar-for-dollar effect on farm income." The anchor of parity cannot be scraped and still retain fair prices to farmers. (3) The stability that price supports sup-ports have maintained for farm commodities must be continued. (4) Establishing price support loans and payments at 80 to 90 percent of moving average of market mar-ket prices is unacceptable. This system would Inevitably move farm prices downward. (5) Authority for a wheat export ex-port certificate must be retained. A certificate program for wheat marketed domestically has worked work-ed well to improve income for wheat producers on that portion of their wheat.
