Before the matter was finally brought to rest, over one thousand personnel changes had been made in .the department and many of the persons discharged under the original order were retained and a number of individuals whom the department would like to have kept on the payroll had to be terminated because they did not have permanent civil service s'atus. 1 am a firm believer in the Civil Service Merit System, but it does notseem meritorious or good, logic when a department head is unable to retain competent employees and yet in many instances must keep inefficient, and disloyal personnel on the public payroll because present rules and regulations emanated by the Civil Service Commission or enacted into law by prior administrations dictate these inbound and unjustifiable employment practices.
