But, can the city promote and run a golf course with any amount of tax money? Richard Jefferson noted, ‘They were given the golf course and $13, 000. a year income twenty years ago and there is still no golf course.” What ff........ just JF....a private entity is willing to take it as a gift? Stipulations to safeguard the city would have to be included in the transfer of ownership: (1) It must remain open as a public course, with yearly upgrades and in good repair, or it would revert back to the city. (2) New owners would issue a specified number of golf passes (o the city each year. The city could, in tum, raise’ “revenue by selling the passes to residents at an affordable price. (3) Prior agreement, requiring that a percentage of proceeds from sale or disposition of the AT&T building be invested in the golf course, would have to be satisfactorily re-negotiated. (4) New owners pay full amount of taxes, with no perks or discounts. (5) The city should. be relieved of any and all monetary liability, real or implied, for providing city services at taxpayer expense to the golf course property north of — South, or to adjacent subdivision property. Don't like the idea? Perhaps it's time to look at some cold, hard facts: Councilman Dotson’s offer to purchase the AT&T building was submitted approximately 6 weeks after the March 19 council meeting, in which B. J. Moore presented his golf course proposal: The city would deed back land previously donated by Russell Mayer and accept land north of 900 South, owned by Advance Development. In return, the city would agree to annex property adjacent to the course, also owned by A.O., for subdivision and development purposes. A. D. agreed to construct a 9th hole near the future clubhouse, which (clubhouse) would be built with proceeds from the AT&T building sale. Moore reported pledges of labor, materials and money, including Dick Rollins’ donation. of irrigation facilities installation. /t’s a good example of what private incentive and community cooperation may be able to do better than city govemment, and B.J. is to be commended . for his hard work and enthusiasm. Dotson's offer to purchase contains a provision (in the form of a Resolution- No, it won't be * re published until or unless the sale Is consummated) specifying that $100,000. from the proceeds be Teaking a picture of the Bratt family is a challenge in itself: six. children - even very cooperative chr hen - do not pose at the same time. ' Obviously, if the city gave away the golf course, Councilman Dotson would have to agree that- even in Milford- itis not acceptable to give the recipient of such a gift an additional $100,000.
