The Board discussed with Rob Adams from Circle Four Farms the possibility of keeping the Hays Spring Water diversion open across their property . Mr, Adams stated that Circle Four would cooperate. Regulations flood control, system alteration, etc. were discussed. The need to make Hays Spring diversion a permanent part of the county flood control system was discussed. The matter was referred to Comm. Marshall to make application with the State of Utah. A letter from the UAC Insurance Mutual regarding the tormina of an Accident Review Board was discussed. The following people were appointed to the Board: Paul Barton, Gary Sullivan, Dean Gillies, Ken Yardley, Wade Lister, Randie Rose, and Craig Davis. The District Court Contract was discussed. Marshall ardunarmnoush approved to sign the contract The Clerk will take the issue of inadequate funding to the UAC Revenue & Taxation Committee to push the State of Utah to live up to its obligation. The funding needed to provide full funding is $51,500 for clerical support and the State is offering to pay $35,000. The personnel manual was discussed. The County's manual needs to be updated. The following people were appointed to the committee to provide a draft policy for the Board's review: Paul Barton, Bruce Brown, Max Limb, LeeAnn Joseph, Leo Kartell, and Ken Yardley. The legislation would offer tax incentives to large operations. The Board's position is that all producers installing lagoons should receive tax credits regardless of the size of their operation. The process of applying for funding was discussed. No action was taken. Comm. Sullivan stated that he had a request to purchase a lot in Mil ford that is owned by the County. The letter was expressing concern about the use of the EMS building. The matter was referred to Comm. Johnson for action. Rick Roberts, from Kimball & Roberts, met with the Board to discuss the 1994 Annual Audit of Beaver County. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to accept the audit report and authorize Comm. Sullivan to sign the county's response to the management letter. Public Hearing 2:00 P.M. A public hearing was held at 2:00 p.m. for the adoption of - An Ordinance 5 Ordinance Amending Chapter 10. 16 Multiple Use and Chapter 10.17 District (MU-4- 0) Agricultural District (A) of the Zoning Ordinance of Beaver County, Revised 1993, and Amending the Zoning Map. Those present were members of the Board, the Clerk, the Attorney, Jolyn Leko, Shauna Mayer, Allan Mayer, Arlan Mayer, Rob Adams, Warren Peterson, and Craig Davis.
