Rob Adams, approached the Council about an Amendment to Option Agreement and a Special Warranty Deed. Council agreed to tabic until Special Meeting on September 26. 1995 at 7.00 p.m. at the Milford City Office. 4. Veda Cox asked the Council if they would donate money to the E.M.T.s. She explained that the extra money is needed because of the high cost of participating in the class. All new equipment is needed this year and this will make the costs excessive for the students. Council requested that Ms. Cox bring in an estimation of costs so they have a figure to go by. The Council will then discuss this issue at the Special Meeting on September 26. 1995. 5. Alice Smith. Milford Monitor approached the Council about writing a letter to the Associated Press from the city stating that we do exist and we are growing and that we feel it would be an advantage for us to use advertisements. Councilman Smith motioned to have office staff draw up a letter and send it Councilman Sower seconded the motion, all in favor. 6. Dennis Johnson, South Central Utah telephone Association, couldn't attend this meeting so Council asked to put him on the agenda for Special Meeting September 26. 1995. 7. Minutes from the Public Meeting and the regular City Council meeting from August 15. 1995 and Special Meeting from August 21, 1995 were approved as read with one exception. Item 3 from Special Meeting August 21. 1995 read that Councilman Sower motioned to pass an easement for U.P.R.R. The motion should have read. Councilman Sower motioned to pass an easement from U.P.R.R. 8. In regards to the sinking sewer trench at , A & F Hardware owned by Sam Florence, Councilman Dotson stated that he met with Doug Carter and Scott Snow. U.D.O.T. and Councilman Carter and he felt the city is liable. Leadman Whiting disagreed and stated that just because one requirement wasnt met that he didn't feel that it was intentional, the city crew did ' the job the best they could with the equipment they had to use. A claim has been filed and the city is waiting for the results. School 9. The position of part-tim- e Crossing Guard has been tabled until next meeting. Councilman Dotson stated that he would talk to the School Board about helping the City with this issue. was open for 10. The Council suggestions as to how the City can keep track of Bulk Water that is being used. They discussed maybe using an electric meter. Counting judges have been tabled until Special Meeting, September 26. 1995. 14. In regards to conflict of ordinances, resolutions, motions and agreements. Coordinator Swain reminded the Council that a subdivision ordinance passed in 1979 is not in accordance with resolutions, motions and ordinances that have been passed as of late. I his ordinance requires that water HILL be brought in by the subdividcr. as per the planning commission, which conflicts with agreements stating that water may be required. Councilman Sower asked Attorney Kanell to draw up an ordinance ' 1 stating that water 1AY be required at the time the building permit is issued Councilman Sower requested that an amendment of the Subdivision Ordinance be put on the agenda lor the October 3. 1995 meeting with the Planning and , s. VOLLEYBALL By Marcia Eyre Beaver High School's varsity volleyball team is having an excellent season with a current region record of 6 wins and only 1 loss. record is 10 (Their over-a- ll wins and 2 losses). The varsity squad at Beaver consists of five seniors, Heather Marcy Williams, Oakden, Makenzie Gillins, Tereasa Fails and Heidi Davis, and six juniors: Brittany Smith, McCall Eyre, Bridgette Limb, Holly Marshall, Heidi Albrecht, and Jenny White. This was the second meeting of these two teams this year, (Beaver defeated San Juan at the No. Sevier tournament earlier in the season). Beaver upset the Broncos again! The first game score was Beaver 17, San Juan 15, the second game was Beaver 15, San Juan 8. Beaver played well as a team with McCall Eyre again leading the hitting with 11 followed kills, by Makenzie Gillins with 5 kills. Brittany Smith had 14 assists, and Brittany Smith and Heidi Davis were the leading servers for Beaver. That same afternoon,' Beaver made their final stop of their trip at Monticcllo to take on the Buckaroos. Beaver played well again, winning the match in two game. Beaver 15, Monticello 10, and Beaver 15, Monticello 9. Makenzie Gillins had 15 kills, followed by McCall Eyre with 5 kills. Brittany Smith had 15 assists and McCall Eyre had 2 blocks for the winning Beaver team. Beaver has two more games and a tournament to play in before region 13 tournament. On Wednesday, Oct. 4, Beaver travels to: Parowan, then on Thurs. Oct. 12 they have to go to No. Sevier to take on the Wolves, and then on Oct. 14, Beaver ' will in be playing a tournament at Richfield. is Oct. 19 volleyball .Region and 20, in Blanding. Councilman Dobon motioned to authorize Mayor Wiseman and City Recorder Sparling to execute the Amendment to Option agreement and Special Warranty Deed providing Circle Four has resolved the easement question ordinance. 16. T he Council discussed with Attorney Kanell, the changes that should be made to our sewer ordinance and asked him to draw up an ordinance revising the sewer ordinance. Council then tabled until next meeting so that Attorney Kanell can have revisions done before passing the H ' Carter-Ye- as he felt he could get a better bargain. 29. Ordinance 12-9- 5: Telephone Franchise Agreement was tabled until next meeting. Sewer Ordinance 33. Ordinance 13-9- 5. (8-9Revision was tabled until next Dotson-Ye- Zoning Committee. 1 Thomas-Ye- s. 3. Dennis Johnson and Dan Spencer from Telephone Association presented to Council for telephone sen ice to the area. South Central wants a 30-ye- ar term but the Council will only go w ith a ter. South Central feels that they need at least a 20-ye- ar term for loan length. Councilman Thomas made a motion and have Attorney Kanell and South Centrals attorney work together and come up w ith an agreement for a longer franchise. Councilman Carter seconded the motion. Councilman Thomas then withdrew has motion. Councilman Thomas made a motion to let the two attorneys work out the franchise agreement and change the bylaws to give Milford a representative. Councilman Carter seconded the motion, all in favor. 4. Councilman Dotson to make Beverley Erikson an alternate election judge. Councilman Carter seconded the motion, all in favor. 5. Councilman Dotson motioned to donate $500.00 to the E.M.T.s Councilman Smith seconded the notion, all in favor. . Councilman Smith stated that he will haw a meeting with the committee when Larry Whittaker returns to discuss the Ball Park Lighting. 36. Councilman Sower stated that he is still waiting to hear from Phelps Dodge regarding the asbestos removal at the old AT & T Building. He suggested that the zoning be corrected before the sale of the building He also attended a CDBG Grant Seminar in St. George to leant about options for our community. 37. Councilman Dotson motioned to adjourn into Executive Session, to discuss professional competence, at approximately 10.17 p.m. Councilman Smith seconded the motion. The council authorized the office staff to write a letter to U.S. West giving them the authority to block the Milford City Office phone lines so that the long distance carrier cant be changed without permission from the City. 25. Coordinator Sw ain stated to Council that we have zoning maps in the Milford City Office but we can not find some of the ordinances that were passed that would change the zoning. 26. Recorder Sparling informed and showed Council that a certificate of insurance from Western Weltek was received by Milford City Office. 27. Treasurer Netto approached Council about what her next steps should be in regards to Beautilication Letters. The Council suggested that the office staff send out 2nd and final letters regarding cleanups and also letting property ow ners know that we will put liens on the properties if the City has to go in and clean them up. 28. Leadman Whiting asked Council about letting boys girls organizations from Milford purchase tents from federal surplus through the city. Councilman Dotson stated that he felt Hr. Coordinator Swain informed the Council of current and future water use for our area, lie also made them aware of the difference of our acre water charge as compared to that of Beaver City . 21. A plan for affordable housing in Milford. drawn up by County Five, was discussed and tabled until the next scheduled City Council meeting. 22. A letter of support from the City of Milford for Kiewit Mining has been drawn up. signed and sent by Mayor Wiseman, with consent of the Council, to the Beaver County Commissioners and the Bureau of Land Management.
