MUFORDCTTY COUNCILMEETING DECEMBER 5, 1995 Last week Milford City, Circle Four Farms, and some private citizens faced what could i situation. Stafau of Industrial Loop Road and have been an denned at the time Circle Four acquired the property from the City. The question probably j ' would not have surfaced for years if Commissioner Gary Sullivan, acting as a private citizen ; had not traded a parcel of real estate he owned for an adjoining one owned by Circle Four to accommodate their plans for a rail spur. Sullivan, in protecting his interest for possible j devetopmentm the future, wanted public road access. That access crosses a proposed rail spur, ! in involved costs and U.D.O.T. regulations for such access crossings, implementation, vary ! considerably depending on whether the road is public or private. In the mean time, Sullivan's the on Circle Four, trade option agreement with Circle Four expired strength of their j At Sullivan's request a Special i agreement with Sullivan, had moved ahead as planned. Council Meeting for all parties was called on December 14. This was conducted as an open , public meeting, with the press notified. All parties stated their respective positions during the , hour of discussion. . As Rob Adams, Circle Four General Manager, projected prior to the , " meeting "77 WAS NO BIG DEAL and the meeting ended on a positive note. Agreement was an admirable accomplishment, and everyone involved is to be conmlimented - especially ; Adams. True to his wrard, he went to the meeting rxepared with several options to "do the best" he could to do the right tiling." ,..,V After reaching an agreement, the principals involved prepared THERE'SMORE. for adjournment without taking official action. Enoch Swain, City Coordinator, objected and pushed the council to define the agreement in a motion. "If you don't finish it now, it will be back on this table for another council to address and they will have no idea what was decided ! ,v here," he said. Gcodwork! YET, THERE 'S STILL MORE. afternoon, Tuesday just before the regularly ? scheduled council meeting, I picked up a copy of the minutes of the December 14 Special Meeting. They were written exactly as the Monitor would have covered the story. (Maybe, just maybe, 1 would have clarified item M0.) My reactic was simple and straight forward:, I went home and, for the first time in 2 Yi years, missed a council meeting. There was just no .. ! need to go. Deanna, I'm really going to miss you! The very last act of the current council will be choosing a new recorder. (Deanna has decided to relocate. ) The job of every city employee is critical to the efficiency of the city as a " 5 ' whole. However, the recorder's position is, to say the least, powerful. An individual who is totally detached from the various entities in the city has the potential of bringing objectivity, ' honesty, and fairness to benefit all of the people of Milford. The challenge is yours, council members ! ! SPECIAL MEETING - DECEMBER 14, 1995 1. Mayor Wiseman opened the meeting at approxiniately 4: 15 p.m.. Because ofthe possibility of having to have crossing r arms where the railroad spur is, many citizens are concerned. 3. Circle Four, however, will not try to restrict Mr. and Mrs. Sullivan in any way. 4. Attorney Kanell stated that this road is public and should remain so until further notice. feels He that as the city develops the area, the road s should be maintained.
