Melendez. Several adverse factors associated with our 1822 budget year will negatively impact this 16S3 budget. Errors by the sales tax department at the state level have resulted in the ' city experiencing a significant revenue shortfall in sales tax revenue. Hie exact amount of the shortfall is not yet known but initially it appeared to be $40,000 or more. A serious shortfall in property tax revenue has also been experienced due to a disconnection action involving property generally south of the -- ' f - BINGHAM VICA " Todd Die - Scrapbook, Mary Misak - Prepared Speech, Todd Rowley - Auto Body, Scott Krahenbuhl - Electrical Trades, Mike Reading - President, Kurt Remund - President Elect BRIGHTON ; DECA " Wendy Smith Apparel and Accessory, Darren Kershaw General Merchandise, Paula i -- Maurlne Jensen, right, representing the Utah Federation of Women's Clubs, presents a ; $50 check to the Mldvale Ladles Community Club for first place in the International Relations program. This budget for our fifth year of existence as an incorporated entity is designed to hold expenditures to an absolute minimum consistent Left is Myrtle Troester, accepting first place for her water color entry in the state competition. Lois Ray, community improvement chairman, won a first place in region. prison. The county, we believe erroneously, did not collect the Draper City mill levy from property owners in the area during 1881. While the exact amount of the revenue shortfall resulting from this is not known at this time, it is estimated to be $20,000 to $25,000. While the dtyis initiating action to recover the property taxes owed to us in this matter, it isn't known yet how much we will be able to recover or when it will be received. Due to the above described administrator or administrative assistant to the mayor trained in public administration. It also provides for an approximate 6 percent cost of living pay increase for most employes a higher increase is proposed for Justice of the Peace and the Chief of Police in order to make their compensation a little closer to parity with similar positions in other cities. Although our dty employes are still not covered by any kind of retirement program, I am not recommending that we initiate such a program in FY83. In fact, our employes have been contacted to determine whether they would prefer a six percent raise or enrollment in the Utah State Retirement System to which bom the employe and the dty would be required to contribute (such an. option would cost the dty more than a six percent raise). Hie employes strongly favor the six percent raise possibility. It is impossible at this point in time for me to project with accuracy what mill levy will be necessary to support this proposed budget The FY83 mill levy will undoubtedly have to be increased over the FY82 levy but the exact levy will depend on, among other factors, the amount of sales tax revenue we will receive from the state as the past errors are corrected during the remainder of FY62 and into FY8S and how much property tax. revenue that is involved in the disconnected area of Draper we can recoup from the county. The total assessed valuation of Draper City property, minus the disconnected area, must also be provided to us by the county assessor before we can determine our new mill levy. While the current economic recession is adversely affecting : many municipalities, it is unfortunate that the impact is being magnified in Draper due to the sales and property tax revenue problems previously mentioned. Despite these problems, I am confident that this proposed budget will enable the city to make the progress that is essential for its '; long term , . well-bein- g. . 7s Glen B. Cannon Draper Mayor |
