With the failure of the Government for the Next Century Task Force to reach a concensus on an alternative form of government for Salt Lake County residents to vote on, the County Commission last week announced its own intentions. The commissioners, in a report issued Friday, said they will place three issues before voters in the 1988 General Election. The first issue is a proposal to change the County's form of government. The other two, the report says,, will jeek direction, frwn voters on shared services in public safety and county-wid- e law enforcement, and on the consolidation of all local governments in the county except for school districts... " "'7"-7Hie commission plans to ask the voters to speak their mind on whether or not the county form of changed to an government should be form, with Urban County features. The new form of government, if passed, would include an elected county executive, a e County .Assembly and an elected prosecutor. The executive would be elected to a four-yeterm in a county-widpartisan race. The plan also calls for the executive to appoint a chief administrative officer, department directors, division directors and legal counsel with the advice and consent of the assembly. The County Assembly would be made up of five terms in partisan members elected to four-yeraces, with two of the members elected at large and three by district. The prosecutor would also be elected to a four-yeterm in a county-wid- e partisan race. "Our first According to the commissioners. reaction was that the public doesn t care about the form of government right now and seems to want us to spend our energies on other matters, such as preparing good budgets and delivering manner quality services in the most possible. "The public needs to know we're very serious about protecting the teachers and administrators in our district from abuse," Jane Callister told fellow members of the Jordan District Board of Education here Tuesday. That comment came during discussion of a proposed statement of policy concerning assault or abuse of employees prompted by an incident which occurred last fall. ' A principal at a South Jordan school was allegedly assaulted by irate patrons, superintendent Raymond Wittenburg explained, and following that incident the board had directed administrators to develop a policy for dealing with similar incidents : in the future. According to the proposed policy statement, incidents of abuse must be handled by prompt notification of supervisors, who will evaluate the incident with the help of administrators, Jordan District Security officers or local police officers. Statements will be taken from and witnesses, all parties evidence gathered and victims a physical will undergo examination by a physician, even if damage is minimal. Superintendent Wittenburg speculated that while most such examinations would be covered by the district's health insurance policy, even if the district were to pay the costs outright "the expense would be minimal." The policy will be returned to the board for further action at a future board meeting. ar ar cost-effecti- ve Sandy, Midvale Reach Accord On Water Issue MIDVALE. Residents in the eastern part of this city may soon be buying their water from Midvale instead of from Sandy due to an agreement reached at the Tuesday evening council meeting. 1988. - Midvale will pay Sandy any final service fees not paid by current customers once the system is converted, and will collect the fees directly from the customers. Sandy will provide water at adequate volumes and pressures and at a wholesale rate until the conversion is completed. Midvale will drop the lawsuit against - Sandy once the the agreement is signed. City Engineer Duane Goodyear said 80 percent of the system has been designed and conversion should take about a month once a contractor has been chosen. He said 164 connections will be made east of State street, and 109 connections will be installed west of State Street. He figured the cost to be $35 a connection. The commissioners believe that their plan of action offers a number of benefits. Among them are: giving the voters a chance to consider a clear alternative to the present system of government, providing a true separation of executive and e legislative powers, providing leadership in both branches of government, simplifies and clarifies lines of authority, and deals with the unique challenge of meeting the demand for municipal services in the unincorporated areas. The plan, the commissioners say, will also continue to allow communities to incorporate and allows neighborhoods to join existing cities or to adjust boundaries through a negotiating process. full-tim- CHILD necessary construction by Oct.' 1, . . full-tim- five-memb- Schools District Is 'Very Serious .About Protecting Staff From Abuse should ; act upon we the Task Force recommendations. The plan calls for the commission to appoint a small committee to draft the three proposals which will appear on the ballot, including the form of government charter. Because county voters currently lack the power to approve the proposals, many of the recommendations from other groups, or the commission's own package, the commissioners sy they will continue to work with the legislature to secure passage of a bill currently before the House which woild give the county authority to proceed. : 3fce timetable for the plan calls for the county commission to appoint the drafting committee by Jan. 27, 1988. The drafting committee is to t submit its initial draft to the commissioners by March 15, with the county charter and other ballot items to be submitted by April 1. The County Commission will then adopt an initial resolution of approval in a Commission meeting by April 6 and a number of public hearings will be held between July 11 and July ABUSE LAWS: The legislature is considering relaxing laws associated with child sexual abuse.
