Matheson has declared the week of April 1983, as the week of Utah's Festival of the Arts for the Young. This twelfth annual event will be highlighted with a special kick-of- f event on Saturday, April 23 beginning at 11:40 a.m. at the ZCMI Center in downtown Salt Lake City.
