Dern congratulated the lawmakers on their success In making the first moves. toward a complete and accurat~ revision of the l!tah tax system. Gov. Det·n expressed confidence that the pe<Jple will approve the proposed amendments and make it possible for the next legislature to put Into effect a revised tax system that shall decrease exis!ing inequalities and thtts promote justice and contentment. He thanked the legislators for their' cooperation with the executive branch and aimounclOd that he had no further legislative business to p.resent to them. The three constitutional amendments as passed provide fo.r the classification of property and the limitation of income taxes : the setting ·up of a state tax commission of four members : the setting up or a system of mine taxation with a four yeal· moratorimn dm·ing which the present proceeds multiple of three system shall not lie ·changed.
