This ordinance has served the community for almost 7 years with very few administrative revisions. 1 Give homeowners a break o the I ditor: I M.inti is a jewel. We also need to be careful to preserve the rights and liberties of our neighbors. We want to be sure that the role of government and laws in our community is in balance. We have been given correct principles, and we can govern ourselves. As I mentioned. Manti is a jewel. Not just the place but the people who live here. This review and revision of the Zoning Ordinance has required a considerable time commitment by the Planning Commission especially for the last two years. The Planning Commission conducted a public hearing in which animal owners expressed strong views relative to constraints or requirements being placed on animal ownership. At a subsequent public meeting, conducted by the Mayor and City Council, the citizen concerns expressed were primarily in the area of the right to keep and raise animals. Some other concerns regarded personal property rights and the rights of individuals to do as they choose w ith their own property. Legislative happenings in the week of Feb. 2 to Feb. 6: House Bill 1 89 -- Tammy Row en, "English as Official Language of State" This bill was designed to declare English as the official language for the conduct of governmental business in Utah. This bill failed to pass out of the House Government Operations Committee on Feb. 3. cue to an extreme amount of opposition. House Bill 32 J. Fanner, "Disclosure of Tobacco Products" This bill would require tobacco manufacturer to submit an annual report to the Utah Department of Health disclosing specified ingredients and the nicotine yield rating for each cigarette or tobacco product distributed in the Stale of Utah. This bill has passed the second reading calendar and is wailing a third reading and debate on the lloor. This bill was met with much opposition by the tobacco industry and its attorneys from Washington. D.C.. yet was passed out of committee with a mixed vote. House Bill 20- 6- Dennis Iverson. Prohibition and Penalties" "Eco-Terroris- m This bill would enhance 33 tr. 32 23 0.00 criminal penalties for criminal acts intended to obstruct or impede 31 0.11 30 0.2S 1777-200- 0 In response to input voiced at the public hearings, the Planning Commission certain areas of the ordinance and made changes, after which it was resubmitted to the City Council. Elsewhere in this publication you will find a comparison of the ordinance as it was and the ordinance as it is, showing only the parts changed since its first publication. Land use ordinances, planning, zoning, etc. are laws and ordinances adopted usually as an outgrowth of where most of our laws and ordinances come from. The rule of thumb in the matter of laws and ordinances is that over 90 percent of the laws exist in order to govern the 5 percent of us who are either unable or unwilling to govern ourselves. In zoning, the matter of property rights and FREEDOM TO DO generally runs up against the FREEDOM FROM issue. In zoning, one attempts to balance both the freedom to do" and the freedom from" issues as they relate to private property. This is never easy nor is it ever 100 percent satisfactory to everyone in- volved.
