The first Manti Planning and Zoning was done by the State Legislature in February of 85 . A map of the zoning was published in1 1 1 cluding the boundaries of the wards in Manti. The zoning included rules such as Any stray animal wandering on private property may be shot and killed and the carcass delivered to the animal pound; Each lot shall have a four-fofence on all four sides, and Manti City is responsible for all water flow ing on, over and down both sides of a city road or street. The next planning and zoning which resulted was in 1907-191- 0 ot in a civil war in non-shooti- Manti (see the book. The Other 49ers). Where Mr. Mickelson found his dates for the first zoning is questionable. I am by profession (now retired) an historical researcher. I found my quotes on zoning in 1851 and 1907 in Manti City Council minutes on file at the The Crash Outcome Data Evaluation System at the University of Utah reports an increase in traffic crashes in Utah. In 1995, Utah drivers were involved in 57,426 traffic crashes. The number increased to 6 ,505 crashes in 1996. This represents a 7 increase, an average of 168 crashes a day or 7 crashes an hour. Knowing what to do in a roadside emergency can literally be the difference between life and death," says Rolayne Fairclough AAA Utah spokeswoman. AAA offers these important tips to remember if you are involved in a crash. Assess the situation. Determine if you or other passengers are injured. Get out of the car and of the roadway if you are able. If you leave your vehicle be alert to oncoming traffic. Injured, don't move. Any injured person should not be moved unless there is a danger of oncoming traffic or from vehicles catching fire. Switch on vour emergency Hashers. Set out road flares or use triangular reflectors. Never direct d traffic on a roadway. 1 high-spee- cost of speed Trooper Terry C. Smith Utah Highway Patrol Speeding, exceeding the posted speed limit, or d riving too fast for conditions, is one of the most prevalent factors contributing to traffic crashes. The human and economic sacrifice is unacceptable. The economic cost to society of speed-relate- d crashes is estimated to be $28.8 billion peryear, $54,804 per minute, of $913.00 per second. In 1996, 624,000 people received minor injuries in speed-relate- d crashes. An additional 75,000 people received moderate injuries and 4 1,000 received critical injuries in speed-relate- d crashes. Randy Marchant said that the Provo office will be getting a new area network (LAN) computer system between March 30 and April 3. During that week, between installation and training, the local staff will not be available. We will have for or five people coming in from other offices, Marchant reported, but there will only be enough to handle emergencies. Marchant went on to say that the first week of April is typically one of the busiest weeks of the year for the Provo office. We would not have chosen that date to get the new equipment, he said, but this is a nationwide undertaking and this is the date that we were assigned. Marchant cautions everybody that, in order to avoid disappointment and delays, visitors and callers should plan to contact the Provo Social Security office before March 30.
