Fourth Nothing in the Constitution nor in this article shall le construed to deny to anv Stite exclusive power, subject to the provision of this article, to make and enforce all laws marriaao and divorce with n i's jurisdiction, or to vest in the United St ites the power respecting the same within any State. Judge Tucker, chairman of the judiciary committee, said to the Associated Press reporter: The committee will report the amendment on Monday, and will then probably take 'tip the Edimms Utah Bill. The subcommittee have considered the Edmunds bill and will submit their views to the full committee, which will meet thereafter as often as practicable. The Edmunds bill will be very greatly modified, but I am not prepared to say until action by the full eommitte in what respect. I will say, however, tint it m ill not be in .a way materially to change the policy of the government in 'reference to polvgamy, but the effort will he, while condemning the crime of polygamy, to do so in consistency with and how with respect to the liberties of the people affected the amen Invent to the Constitution itself, so that no tlementin tha definition of the offense would be left to congressional action having defined the crime, lest it should continue ro be revived in a new State when it ceased to be a Territory.
