Where the cities do not have the revenue or resources to fully provide these services, then the County can contract with the cities to help them provide these services to their citizens. Of course the County should continue to fully provide these services to unincorporated municipalities. 2.The Countys role should continue to be twofold. It should work with the incorporated municipalities to insure that the citizens are receiving full municipal services. This role should be one that recognizes the authority of locally elected city councils and mayors to determine and provide the municipal needs of their citizens. Second, the County should continue to provide certain services that lend themselves to countywide solutions and contract out services. 3 1 dont see a misbalance of taxes, unincorporated areas are taxed according to the services provided. 4. With respect to the budget my goal is to put everything on the table.
