Blodgett Editor It was one of the bloodiest weekends in memory for murders in Salt Lake County. Three from West Valley City and a woman from Sandy were killed since last Friday night. One man was killed by stabbing; and the other three were killed in shootings. One was a mother from Sandy whose body was found in a car parked near Butterfield Canyon. Police are still looking for the killer of Jeremy Gaitin, 18, who was stabbed several times in the neck and chest and bled until he died several hours after the incident. Friday night, an unidentified West Valley City man, in his early 20s, was struck once in the chest as he stood outside his home near 3900 South and 5650 West in West Valley City. Police are questioning a neighbor in connection with the shooting. Gaitin was apparently the d victim of a at a dispute party in West Valley City. He died on a neighbors front lawn. gang-relate- Neighbors said several shots were fired before the stabbing occurred. Neighbors told police that as many as 30 youths had gathered for a party several of them gang members from rivaling and apparently an gangs argument broke out over a girl. Danny Boyd Gibson, 24, w,as gunned down during another argument; and Mrs. Evans, 28, was found in a parked car near Butterfield Canyon in Herriman. Bill Orton has finally decided that he will not leave his post in the U.S. House of Representatives to challenge Senator Orrin Hatch in 1994. COALITION Continued from page Is this really January? 1 The coalition believes that everyone has an agenda and that includes the City Manager. His agenda is usually suited to a trained bureaucrat running the city for the bureaucracy rather than the government citizens. Communications with the citizens of the community is not fostered or encouraged in the CouncilManager form of government. The circle of communications tends to be between the city manager, department heads, and the council. Further, the sophistication of the City Manager tends to intimidate most city council members who are average citizens and they generally follow his lead rather than him following theirs. Most of the information they receive is from the manager, and their votes on issues are largely determined by this information. The Task Force report states that an appointed City Manager has less chance for unfavorable political in- fluence where a strong Mayor is more prone to bend to special interests. The coalition maintains that the most important of all special interests is the citizens and taxpayers. This means that the Mayor will be more sensitive and responsive to these citizens and taxpayers than a City Manager because they are his constituents and they have elected the Mayor. This point is probably the single, most important reason for, a fulltime Mayor being the chief administrative officer of a city rather than an appointed City Manager. The Task Force report claims that the existing CouncilManager form of government creates less conflict and waste in direction. With this Statement they have gone against the basic principles of democracy. If the founders of this country wanted a government without conflict they would have created a dictatorship. The adversarial situation in the MayorCouncil form is good and is based on the same principles as our state and federal governments. It represents the needed checks and balances in good government. The council (legislative branch) should operate intellectually separate from the ad- ministrative branch of our government. This is what is lacking in our present CouncilManager form of government. As stated in the Task Force report, the citizens need to know who is in charge ... who is really the responsible individual. The Task Force report states that an ineffective City Manager can be replaced very quickly by the council, where the people have to wait four years to replace an ineffective Mayor. This is not entirely true. A trained City Manager Merely has to keep four council members satisfied to keep his job. The firing of a City Manager tends to polarize a community and seriously divide it. State statute also requires six months severance or termination pay. An elected Mayor has to keep over 50 percent of the voters satisfied. ' with himher, and an automatic review comes up every four years with an election. While the Coalition for Accountable Government commends the Task Force for their work, it is strongly felt that much more discussion needs to take place on this issue and the citizens need to take an active part in the debate. It is important that a broader understanding of the issue and the alternatives takes place by the entire community. Overall, the addition of these three hospitals to the Health Trust system will provide better medical care, convenience, and less cost for patients now using Pioneer Goates Valley Hospital, emphasized.
