Yet, there does appear to be a point on which1 it might be well for the Congress to study. It seems that every time there is talk of bringing home the bulk of American troops garrisoned in West Germany, the German government officially expresses great alarm. The Russians, they infer, just over the line, may invade. Dramatic Troop Are Inevitable Chr.-- ;s VJost Germany Troops Costly Changes, and some of them will be quite radical, are a penalty our nation must endure as it expands. It is natural for humans to oppose change. But slowly and surely they will happen, and rather rapidly too, as our population grows. Our government will grow and expand, and we probably will find it difficult to adjust our thinking to the fact that we face higher budgets, greater taxes, more bureaucrats on the federal payroll Farm population will continue to decline and more people will live in growing towns and cities. Admiral H. G. Rickover recently said: . . : most American giantism is ineludable, given the size of our population and the imperatives of modern technoscience. There is no sign of an end to this mass movement into the cities because the same pressures that destroy small over-enterpri- se in industry appear to be working on the family farm. It is now threatened by a new type of large landed esthe commercial factory farm. tate When space around a man contracts, more rules are needed to discipline his behavior toward others. The restraints that knowing ones neighbors imposes are lost in the anonymity of city life. It takes a big bureaucracy merely to maintain peace among the multitudes and keep their cars circulating freely, not to mention supplying them with pure water, public disposal facilities and so on and so on . . . The individual is helpless to protect himself against the consequences of misuse of technology that results in oil erosion, air and water pollution, or against substances harmful to him in miracle foods, drugs, to name but a few. He must call pesticides and weed killers on his government for help. . . . Birth Rote Continues High in U.S. Big families are still the trend in the United States, the 1963 total having been 4.1 million, slightly lower than the record estabished in 1957 when there were 4.3 million. The year 1963 was the 10th successive year in which births in the nation exceeded four million. Statistics indicate that of those born in the past year, 1963, 49 per cent were third or subsequent births, indicating the continuing trend for larger families. In 1964, those who compile such statistics reason second births will fall below one million for the first time since 1946. The rate for third births has been at least 30 for each 1,000 married women under the age of 45 for more than a decade. All these bits of information about a high birth rate and the continuance of large families adds to the problems of increases in schools, housing and many other facilities that will be needed in the future. There is a question whether all the combined NATO forces in Europe could prevent the Russian armed hordes from moving across Germany in a few days. This can be answered by the military men competent to assay fire power, defense strength and all of these technical matters. And recently there was quite a dramatic test performance in flying thousands of troops into Germany from American bases in a few hours. Whether this is practical in the event hostilities should break out is again a technical question. German Economy? However, there does seem quite a question as to whether or not U.S. forces are in Germany primarily to protect the German soil or the German economy. Big military payrolls and supply purchases are a boost to any economy. In addition, the report of the committee on governmental expenditures headed by Sen. Harry F. Byrd points out the armed forces overseas are employing currently 160,000 foreign nationals. A little over 50.000 are employed in Japan, 21.000 in France, 77,619 are employed in West Germany. . US. Meets Payroll Actually, they are indirectly employed. The actual job handing out is by the Germany government, with the U.S. meeting the payroll Now in a nation of 56 million people, almost 78,000 jobs are an important item. The impact on the Germany economy is equal to what would result if in the United States 271,666 additional jobs came into being. non-essenti- al Alarm in Bonn To give a better gauge, this hypothetical 271,000-plu- s jobs is almost equal to the employment by the nations third largest corporation, Ford Motor Co. It is almost twice the number of jobs supplied by the six biggest The number of employes on the federal payroll has increased 131,000 in the last three years. President L. B. Johnson knows that in an election year a politician who can point with pride to a reduction in employes may actually do something about reducing the number receiving revenue from the federal treasury. The new President has said the forthcoming budget will reach $102 billion, and knows his best opportunity to hold the budget in line is to keep the work force curtailed. President Johnson has ordered an immediate job freeze on all departments and agencies, but it will be difficult to have the order executed. An expanding government that is constantly urging more security for all citizens, will find it difficult to reduce expenses. Some physicians credit soft beds, soft chairs and the other comforts of modern civilization with an increase in the number of persons who suffer from low back pain. Once called lumbago, back pain is often ccused by poor or inappropriate shoes, a sedentary posture, obesity, work, or participation in sports. It may life, also be due to disease not directly relating to the back or to injury or strain. v Low back pain may occur at any age but it seems to bother middle-age- d persons most. It occurs in both sexes and in all races, and is more common with people who do work that requires stooping or lifting. Good posture of the entire body fs important in preventing low back pain. Sit with the head, shoulders, and trunk erect. When standing, the spine should be straight. Not the military ramrod" posture, but straight. A soft, saggy bed end lew, soft chairs contribute to backache. Chairs, ideally, should be firm, straight, and have the contour of a normal back. A shoe is best for standing or walking. heeled shoes tend to throw the posture off balance and increase strain on the lower back.' Loafers, ballet slippers and sneakers also may lead to backache if worn extensively. In lifting heavy objects, keep the back straight and lift with- knees ond thigh muscles, rather than bending over and straining the spine. y Like many ether ailments, backache may be aggravated by emotional tension or anxiety. Treatment of backache varies with the cause. When it's due to strain, usually rest, heat and a pain reliever will help. Massage, used in moderation, may help relieve discomfort. Your doctor may also recommend exercise to strengthen the muscles of the back and to improve posture. Backache is a common ailment among Americans.
