Show : SEWER .. ORDINANCE m SALT LAKE COUNTY " AN ORDINANCE OF THE COUNTY OF SALT LAKE. RE. LATING TO THE REGULATION OF PUBLIC AND PRIVATE ' SEWERS, of Board The County Commis-sioners of the County of Salt Lake ordains as follows: The following ordinance shall regulate and control the operation and maintenance of any and all public or private sewer systems located within the boundaries of Salt Lake County exclusive of incorporated cities or privately owned property: 1. INSPECTION. An inspector shall be appointed by the Salt Lake County Commission who is a licensed plumber to inspect all sewer connections made or to be made along said sewer system, and he shall be paid at the rate of ($2.50)TWO St 501100 Dollars for each inspection made, by the party desiring a connection, and an additional wage or 'salary, if any, as the County Commission shall determine. 2. OBSTRUCTION. It shall be unlawful for any person to empty or discharge into the public sew ers any solids, garbage or other similar matter, or any matter or thing likely to obstruct the sewer. It 3. MAN HOLE COVERS. shall be unlawful for any person to open any sewer manhole without permission from the inspector. AND VAULTS 4. PRIVY CESSPOOLS TO BE FILLED AND PROPERTY CONNECTED IN WITH SEWER SYSTEM SEWER DISTRICT. It shall be unlawful for the owner, agent of occupant of property abutting the sewer system embraced within the limits of the sewer district and within 200 feet on either side of a main or lateral sewer line, of said district, to fail to immed lately remove and fill up all privy vaults and cesspools on such pro perty, and to make connections with the sewer system, at once. Any privy vaults or cesspools within the foregoing boundaries are hereby declared to be a public nuisance and upon the County Health Department or the State Board of Health being advised of such nuisance existing, they or either of them shall cause appropriate notice to be served upon the owner, agent or occupant of such building or house to discontinue the use of privies and fill them up and'or to disconnect any plumbing from any cesspool or septic tank, and to fill all cesspools and privy vaults with fresh earth and to remove all Beats from privies and to immediately connect all sewerage plumbing on the premises with the public sew- repairing, altering or connecting any sewer pipe with the publica sewer, without first having permit so to do from the inspector. 6. APPLICATION FOR PERMIT. PLANS. FEES. Application for permits for sewer connections must be made in writing by the owner of the premises, or his authorized agent, and must be accompanied by a plan, showing the cause of the connection, its size and the location of all branches to be connected with application and plan, toit The with an inspection fee of gether ($2.50) TWO St 50 100 Dollars shall be deposited with the inspector. All sewer connections shall be put into lines and grades designated by the Inspector, who shall prepare a plat of each connection and file such plat in his office. 7. REVOCATION OF PERMITS. All permits for sewer connections shall be issued to the owner by the inspector, who may, at any time, revoke a permit for defective work or other cause. S. DISCHARGE OF SURFACE WATER PROHIBITED. It shall be unlawful - for any person to connect with the public sewer, any drain which discharges rain water, or surface water, or the contents of any spring, creek, ditch, or other water course, without a special permit 9. JUNCTION PIPES. Unless otherwise directed in the permit all private sewers or house drains must be connected with Junction pipes, slats or Ys, laid in the sewer during construction. The connection point with the sewer must be first located, before open' ing the trench for the rest of the work. All trenches must be of sufficient width and opened in such manner as to admit an easy inspection, and all connections with the public sewer must be made in the presence of the inspector. In all cases where there is no junction piece, slat or Y in the sewer at the point where such connection is to be made, the opening of the sewer and the making of such a connection must be in strict accordance with the permit, and direction of the inspector and under his supervision. DISCONTINUANCE OF PRIVY VAULTS AND CESSPOOLS. It shall be unlawful for the owner, or his agent, or other person having charge of or occupying any proper- t- ocated upon any street, ajey, court, passageway or area in Salt Lake County, and within 200 feet of a public sewer on any street or alley or passageway in Salt Lake County to maintain or use or cause or permit to exist any privy vault, 'septic tank or cesspool on such property. The Board of Health shall cause appropriate notice to be served upon the owner, agent or occupant of such building or house to disconnect all plumbing from any cesspool or septic tank and to fill, all cesspools and privy vaults with fresh earth and to remove all seats from privies and to connect all plumbing therein with the public sewer. It shall be unlawful for the plumbing in any house or building to remain unconnected to any public sewer for more than twenty days after an accepted public sewer is ready to receive connections therewith. Both the treasurer and the auditors annual report shall be itemized for each distinct sewer system for the County. IB. RATES. The sewer connection shall be sold at the rate of $150,000 per connection entitling said purchaser to one connection on said sewer system. In addition, thereto, the following charges shall be added for extra services: building (a) Any business occupying a 50 foot frontage or less, which is occupied by more than one business will pay in addition, the sum of $25.00 for each additional business or apartment therein and $5.00 additional for each room used for living or housekeeping purposes. (b) Any business building having more than a 50 foot frontage, shall be required to have one connection for each 50 feet or fraction part thereof. In any case where two (c) private homes are located on a lot with a 50 foot frontage or less both of said properties may be serviced by one connection, provided an additional $25.00 is paid for the second connection. (d) Any terrace or apartment may use one sewer connection for so many apartments as the inspector may allow, provided an additional $25.00 is paid for each additional apartment connection onto the one connection. Any duplex, or any home where the building is 60 arranged that two or more families have distinct residential quarters may connect onto one connection provided they pay an additional $25.00 for each said apartment or living quarter. (a) Any home which is used jointly as a living quarter, as well as a place of Business or office, shall pay the regular connection fee price plus $25.00 for each distinct business contained rates shall not automatically entitle more than one house or business on one connection unless first approved and authorized by the inspector. MAINTENANCE All monies paid to the County Treasurer for connection fees or otherwise in said sewer system, shall be placed in the general fund. The of maintenance and expenses operation shall be paid by the County of Salt Lake, State of Utah, out of the general fund and no special levy or taxes shall be imposed upon the property owners joining said sewer system, for such maintenance or operation. 18. STOCK CERTIFICATE. Whenever any individuals or corporation of individuals, or shall join organized company together in the form of individuals or corporations for the" purpose of constructing a sewer system within the boundaries of Salt' Lake County and outside of any municipality, and shall pay for the constructing of the same from their own funds; and said sewer system is subsequently taken over and operated by the County of Salt Lake then in that event, the certificate of stock authorizing the sewer connection, or other satisfactory evidence in writing being presented to the County Treasurer, showing to his satisfaction that they have contributed their proportionate share to the constructing of said sewer system, then upon the surrender of such stock or certificate, it shall entitle him to a connection on the sewer system to which he has contributed in lieu of the above referred to rates as set out in section 16. 19. ISSUANCE OF PERMITS. No person shall connect to said 17.
