O. Quigley, was appointed ' Utah state service supervisor of toe Home Owners' Loan corporation, it was announced Wednesday. Mr. Quigley has been manager of the Salt Lake county emergency relief committee. Mr. Quigley's appointment was ap proved by toe board of directors of tot O. L C. at Washington, IX C November 12, but wad of It dift not reach W. R. McKinnon, special agent to charge of H . O. L. C. operation to Utah, until Wednesday. Mr, McKinnon said that toe new appointment is effective Immediately and that B. Spencer Young, who has been serving as state service supervisor, will continue his duties as assistant state supervisor. -Selection of Mr. Quigley was interpreted here as an indication that no state H. O. L. C. manager will be selected to succeed J. Francis Powles who is scheduled to return to pri vate business December 1. Mr. Powles resigned October 1. but H. O. L C. officials to Washington declined to accept his resignation and he agreed to continue until December 1. However, the H. O, L C, staff has set January 1 as toe date on which it hopes to have completed an action on pending loan applications. Should this goal be attained, there will be little H. O. L. C. activity in Utah after that time, except to the servicing department. This department, which has headquarters to the Federal building, is charged with serving all closed loans, making colies-tioand liquidating delinquencies.
