Smith Introduced in tho Senate yesterday yes-terday two bills providing for the plan. Both were referred to the committee com-mittee on county and municipal corporations, cor-porations, and It Is understod that that committee will take action on the measures and report on them at an early date The plan is praqtlcully tho same as tho meaBuro presented in tho legislature legisla-ture two years ago, and which was ve-I ve-I toed by the governor. In the present bills, however, the franchise clause Is different, providing tha before franchises fran-chises are granted, tho proposition shall go before tho voters to bo decided, de-cided, by ballot The civil servlco provision pro-vision Is also eliminated. f Both bills call tor the amendment of existing laws on municipal government govern-ment One of the documents provides ttiat all cities of tho first and second class shall be, governed by n board of five commissioners, consisting of a iB mayor and four commissioners., Gov't Gov-'t . ernment of cities of tho -third class 1b vested in the mayor and city council. the latter to consist of flvo members chosen at largo by tho voters. In the first named cities tho commissioners are to bo delegated all tho' authority now vested In 'the mayor and city council, nnd tho latter offices' are abolished. When tho bills wore read for tho first tlmo In the Senate yesterday, Senator Smith stated that they would bo amended as they 'relate to cities of the second class when he hears from those cities. The' bills provide for a salary of $3,600 per annum for the commissioners', and this amount would be manifestly too high for such cities to pay, and they may want a commission commis-sion of less than five members. In cities of the third class, whero the office of mayor becomes vacant the other commissioners may elect a mayor to servo until tho next municipal muni-cipal election. In cities of the first and second cUbs, the mayor shall be chairman of the board; shall preside at all the meetings', shall voto on all questions coming before the body, but In case of absonco a member of the commission may net In his stead. Threo members shall constitute n quorum .At the end -of each year tho commission shall cause a complete examination ex-amination of al the books and accounts of tho city and publish tho same, and .attho end of each month shall issue a pamphlet snowing tho recolpts and disbursements, a summary of the proceedings pro-ceedings and, oxpenses Incurred during. I tho month. Tho board Is to exercise nil executive, execu-tive, administrative and legislative t powers jiow held by tho mayor nnd city council and bourd of public works. Tho work Is to bo distributed among flvo departments, as follows: Public affairs and finance; water supply and ' waterworks; public safety; streets nnd public Improvements; parks and ftj public property.
