Show A Joint Resolution Proposing An Amendment of Section 3, Article 13, of the Constitution of the State of Utah, Relating to Taxation. Bo It resolved nnd enacted by the Legislature of tho Stato of Utah, two-thirds two-thirds of all tho members elected to each ot tho two houses concurring therein: Section 1. That It Is proposed to nmend Section. 3, of Artlclo 13, of tho Constitution of tho Stnto of Utah so that the samo will read as follows fol-lows r 3. Tho Legislature shnll provldo by law for a Just nnd cqultnblo assessment assess-ment of tho property of tho Stato at "Its actual money value. All taxes shall bo uniform on tho samo class or property within tho territorial limits of tho authority levying tho tax, and shall bo lovlcd and collected for public purposes only; provided, that n deduction of debits from credits may bo authorized; Provided, further, that tho proporty of tho United Stntes, ot tho state, counties, cities, towns, school dlstilcts, municipal corporations corpora-tions and public libraries, lots with the buildings thereon used exclusively exclusive-ly cither Tor religious worship or charltablo purposes, and places or burial cot held or used tor private or corporato benefit, shnll bo exempt from taxation. Ditches, canals, reservoirs, reser-voirs, pipes nnd flumes owned nnd used by individuals or corporations for Irrigating lands owned by such Individuals or corporations or tho Individual In-dividual members thereof, shall not bo separately taxed as long ns thoy shnll bo owned and used exclusively tor such purposo; Provided further that mortgages upon both real and personal property shall bo exempt from taxation; Provided further, that tho taxes of tho Indigent poor may bo remitted or abated at such time and In such manner as may bo provided pro-vided bylaw. Section 2. Tho Secretary ot Stato Is hereby ordered to glvo this proposition prop-osition to bo published In at least ono nowspaper In every county In tho Stato whero a newspaper Is printed and published, for two months preceding pre-ceding tho next general election. Section 3. This proposition shall bo BUbthltted to tho electors of this State at tho next general election for their approval or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For tho amendment to Section 3. Artlclo 13, of the Constitution Constitu-tion relating to tho classification ot proporty for purposes of taxation," "YeB," "No," and shall otherwlso bo prepared nnd submitted to tho electors elec-tors ns mny otherwlso bo provldod by law, and said ballot shall bo received counted, and canvassed nnd returns thereon bo made In tho same manner nnd In nil respects' ns Is or may bo provided by law In tho caso of election elec-tion or stato officers.
