Be It resol; ed and enacted bv the Lreglslatarti of the Staie of Utah, two-thirds ol all members thereof concurring therein: Section 1. The following proposition trf amend the Constitution of the State of Utah ift I hereby submitted to the qualified electors of ! the State for their approval or disapproval : namely: ( That Section 3, Article IS, of the Cmttltutionl of the State of Utah shall be amendcU to read as follows: See. 3. The Legislature shall provide by lawi a uniform and equal rate of assessment andf taxation on all property in the State, according to Us to hie in money, and shall prescribe tot general law such regulations as shall secure in just valuation for taxation of all property, so? that every person and corporation si all pay a' tax in proportion to the value of his, her or it property; I'rotuied, that a deduction cf debits from credits may be authoriaad: Provided' further, that the property of the United States of tae State, counties, cities, towns, school districts, muni' Ipal corporation and public libraries, lots with the buildinpa thereon used -exclusively for either reMgious worship or charitable purposes, and piaces of burial not held or used for private or corporate benetit, shall be exempt froi taxation. Ditches, canals, reservoirs, pipe and flumes owned and used by individuals or ccr (orations for irrigating irrigat-ing lands owned by such individuals or corpora--tions or the individual members thereof, shall' not be separately taxed so long as they shall b owned and used exclusively for such purrose. Provided further, that the taxes of the indigent' poor may be remitted or abated at such Um and in such mauner as may be provided by law.: . Sec. 2. The Secretary of State Is herebj, .ordered to cause this proposition to be pub- lished in at leastone newspaper in every county of the State where a newspaper is published, for two months immediately preceding the next general election. Sec. 8. This proposition shall be submitted to the electors ol this State at the next general election, for their approval or disapproval. Be It resolved and enacted by the Legislature of the State of Utah, two. thirds of all the mem bers elected to each house thereof ooncurrina-therein: ooncurrina-therein: Section 1. That section 1 of Article of the Constitution of the State of Utah, be amended to read as follows: Sec. 1. The legislative power of the Stat Shall he Tested: 1. In a Senate and House of Representatives, which shall he designated the Legislature oi tho State of Utah. 2. In the people of the State of Utah, as hereinafter stated: The legal voters, or such fractional pari thereof, of the State of Utah as may be provided pro-vided by law, under such conditions and In such: manner and within such time as may he pro-; vided by law, may initiate any desired legisla-j tion and cause the same to be submitted to vote of the people for approval or rejection, or may require any law passed by the Legislature (except those laws passed by a two-thirds vote of the members elected to each house of the Legislature) to be submitted to the voteis of the State beroresuch law shall take effect.
