Show RESOLUTION Proposing n Amendment to fWtlon 3,4 Article 13, of th Conntltotton. Be It resolied and enacted by the Legislature; of the State of Utah, two-thirds of all members' thereof concurring therein: Section 1. The following proposition ten amend the Constitution of the State of Utah 1 hereby submitted to the qualified elector or the State for their approval or disapproval,' namely: That Section 3, Article 13, of the Constitution lof the State of Utah shall be amended to rea4 'as follows: Sec. 3. The Legislature fthall provide by bwi a uniform and equal rate of assessment wfl taxation on all property in the State, according to Its Talue in money, and sh;.ll prescribe by general law such regulations as shall secure m just Talaation for taxation of all property, that every person and corporation shall pay a tax in proportion to the value of his, her or it property: Provided, that a deduction of debit from oredits may be authorised: Provided further, that the property of the United States, of the State, counties, cities, towns, school' districts, munir .jal corporations and publW (libraries, lots with the buildings thereon used exclusively for either religious worship or charitable purposes and places of burial not held or used for private or corporate benefl. shall be exempt from taxation. Ditches, canals, reservoirs, pipe and flumes owned and used by individuals or cor wratlons for irrigating irrigat-ing lands owned by such individuals or corporations corpora-tions or the individual members thereof, shall' not be separately taxed so long aa they shall b owned and used exclusively for such purpose. Provided further, that the taxrs of the indigent poor may be remitted or abated at such time and In such manner as may be provided by law. See. 8. The Secretary of State is hereby ordered to cause this proposition to be published pub-lished in at leastone newspaper in every county of the State where a newspaper is published, for two months immediately preceding the next general election. So. 8. This proposition shall be submitted to the electors ol this State at the next general election, tor their approral or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For the Amendment to Section 3, Article 13. of the Constitution," Con-stitution," and "Against the Amendment ta Section s. Article 13. of the Constitution," together to-gether with such other title designating such amendment as may be provided by law. Said ballots shall be received and said votes shall be taken, counted, canvassed and returns thereof there-of be made in the same manner and in all respects re-spects as Is provided by law In the case of tal election of btate officers.
