There is a very general objection tlironghout the country among those who expect to pay it against the income tax, says the San Francisco Bulletin. There is an equally strong desire among those who produce wool to have the old tax on that staple reimposed. One of these taxes will nroduce about as much as the other. If there was any balance of one over the other in the Treasury it would probably bo found iu the cash of wool. We have here two classes of our citizens, one of which objects to paying a certain tax and a second which wants to pay more taxes than are now levied upon its product. Patriotism might as well bo struck out of the inquiry at the start. The class which does not want to pay is just as patriotic as that which iB pressing its contributions on the Government. The explanation of the seeming paradox is wliolly economic iu its nature. The class which is opposed to the income tax see no return from the outlay. The money paid will all be a dead lues to those composing it. The contribution will not enable them to make more money. If the tax went alone to the foreign article, if such were possible, thera would not be a chance to make a turn." But the wool men are in a wholly different position. The tax in their case would go to the foreign article. This tax would enable them to hold' tlirT'wITag;ins1 the cheaper labor of other countiies, and the cheaper land in some of them. The consumer is not greatly affected, for the competition thus created keeps, prices down. It can be assumed with confidence that if wool continues on the free list, the price of woolens will in time exceed that possible under the McKinley tariff. The foreign glowers of the staple will get con trol of the market and then they can recoup themselves for all their losses. In this incident have glimpse of the character of democratic statesmanship. It imposes the more direct Bnd anprofitahle tax on incomes. It makes the burden of supporting the Govern meut harder than it need be. This is bad enough of itself. But it does not stop at tho impoeiti; we of obnoxious taxes which uncover our products nnd places many of our industries iu peril. What all this wrongheadedness comes of ii t he inexplicable part of the busi ness. On the face it is the work of men who are apparently enemies of our country. They are giving away pietty much all we Lave to foreigners, and are at the same time making government so hard for us to maintain that crash may come some day.
