great caucus meeting that evening in the senate S en ate sutherland suther la nd introduced senate joint resolution no 1 f fixing a method of procedure in voting for united states senators ena tors referred to a special joint commit teof t whom the president appointed appoint id sutherland snow and booth on behalf of the senate communications were received from the house announcing the appointment of house members members of the joint committee on a state seal and the passage cassap of house concurrent resolution no 5 relating to quarters for state officers house bill no 5 the fee bill was read the third time on the roll call for its passage the vote was 10 ayes 7 noes 1 absent this not being a two thirds vote the vote was war reconsidered and the bill ordered referred the should bouic properly belong to utah the memorial urges various reasons among them the geographical position of the territory affected which is separated by the colorado river from atie remainder lema iema inder of arizona and naturally belongs to utah then the residents of the portions of arizona mentioned desire annexation to t utah because all their interests are in i n common with the people of utah being cut off from communication with the citizens and courts of arizona except by a far circuitous route through a wild and rough h country inhabited by nava navajo 0 and apache indians they live within four miles of utah and desire her protection as they receive none rom ironi arizona again A ain the herds and flocks on the land are owned in utah As the place is wild it has become the retti rettie refuge e of wild and lawless men from whom stok stock owners are in no wise protected by arizona petitions from citizens of coconino county ariz and katie kane county utah who are taxpayers in the two arizona counties are arc attached the memorial went to the committee on memorials only four bills were introduced by mansfield to amend section 3 S of the compiled laws L I 1 I 1 s of utah 1888 providing for the exemption of homesteads and personal property from execution against judgment delo debtors tors tho tha exemptions by the terms of the bill are chairs books etc to the the resolution as he proposed it should bo be amended jones declared the parties were a unit on silver but a divided house on tariff lie ile believed any republican who voted for the amendment would
