to the fact that the new school law required the election of a school superintendent at the first regular meeting 1 io t june and as the meeting on the fourth was adjourned until today for the purpose of transacting transaction business in compliance with the new law ho he suggested 0 that the first business of the evening be the election of a superintendent in which was agreed to the following resolution was presented whereas the board of education has for several years past employed one of the professors of the agricultural college to devote a portion of his hip time superintending super intending the city schools and whereas the board has arrived at the conclusion that the proper exercise of the functions of ahe he ociee nelce of school superintendent properly proper lk aquire I the entire entire aime of the person occupying that important office therefore be it resolved that the board elect for the ensuing school year as superintendent a person whose entire ti retime time and energies ener ies can be devoted to the dis discharge charae of the duties required of that officer officer by the board the resolution passed without opposition mr J Z stewart then made a speech rehearsing 0 the qualifications necessary for a successful city superintendent of schools reh and placing in nomination the per e on of his choice he spoke as follows the ibbe committee on teachers and school work of which I 1 am a member has spent much time in determining ter the qualifications that should be possessed by the teachers to be employed by this board we have also of necessity considered the qualifications I 1 our superintendent should possess and who would be the most moat suitable person for that position we want a superintendent who can take charge of any of the schools one who is thoroughly competent to teach in any of the grades should the sickness or other disability of any teacher render such temporary tempora rv service necessary we ve want a superintendent whose work will be systematic and who is capable of judging the work done in every department of the city cai y schools we will of necessity require a great deal of work in ia the way of preparing an outline of study for the different grades and in in other ways waya great responsibility will be thrown upon the superintendent dent I 1 have in mind a person whose qualifications amply fit her for the tha duties of this office she hag bas served faithfully as a teacher in our city schools and has secured he love of other her students the respect and admiration of her fellow teachers eachers and the confidence of this the love of ef her chosen sion and her desire to more iho roughly equip herself for its duties have beve led her to spend her summer vacation in the east where she is now visiting the leading educational institutions and studying the latest and most improved methods of instruction under leading educators gentlemen I 1 take pleasure in placing in nomination for the office of city school superintendent the name of miss jennie II mr nomination of miss II was promptly seconded by mr and as no other nominations were made the motion was put and unanimously carried the committee on teachers and work presented the names of seventeen teachers for the ensuing school beir and recommended their employment the names presented were approved and the clerk instructed to notify them of their appointment and ask of each their immediate acceptance the same committee presented a report favoring tho acceptance of the proposition made by the B Y college for the use of the woodruff school as a training chool for the normal students of the college briefly stated the college wants the privilege for its normal artud ants and those taking a course in pedagogy to antei any of the departments part ments of the district schools and after having spent considerable time in observing the methods of instruction that of teaching a cliss themselves under the direct supervision of th city superintendent erin who will also conduct the course in primary methods in the B Y college said instruction to be given after the regular closing hour of the district schools for these privileges ahr college will pay for the present school year the sum of into the treasury of the school board of logan city and in addition will admit to any branch of its normal course tuition crep any of the teachers in the city schools who may desire to take any branch of baid in addition all teachers in the city schools will be required to attend the class taught n the B Y college by the oily superintendent which instruction will be of great value in the rapid advancement of pupils of the city schools thus the efficiency of teachers in the city schools will be increased and of the superintendents salary paid without any decrease in the efficiency of instruction in the city schools or loss of time that should be spent in their service by the superintendent ala committee on buildings and grounds reported in favor of continuing the janitor at the woodruff school at the regular salary on condition that he take care of the grounds and buildings during vacation and thoroughly cleanses the school building to the commencement of the fall term without extra compensation and the continuance of the janitor at the benson school at half salary with an additional allowance of 10 as part payment for the cleaning and renovation of the building preparatory to the opening of school carried it was moved by mr stewart that the examination of teachers be held during the latter part of july carried mr hayball then made a motion that J Z stewart and W H apperley be appointed associate examiners they in connection with the city superintendent to i form the board of examiners their compensation was by the same motion fixed at 3 per day dorinn the time actually decuple by the work of examination carried the city superintendent will receive no compensation outside of her regular salary the following standards of excellence cel lence were adopted as those which would be requited of applicants for positions as teachers 1 that the teachers employed to teach the first four grades shall be n quiren to hold primary certificates only 2 that the teachers who teach from the fourth to the eighth grades shall be required to hold grammar certificates only 3 that an average of 70 per cent in all subject 1 and not less than 50 arr cent in any subject shall be required in order to entitle the applicant to any certificate 4 that an average of 80 per cent in all subjects and not less 60 per cent in any shall be required for renewable certificates 5 that all certificates obtained at a regular examination showing an average of 80 per cent or above and not less than CO per cent in any be renewed by the board it is further provided that if the standing in one subject only is below 60 per cent the holder of tho certificate shall be subject to examination in thai subject only prior to renewal of certificate on motion it was unanimously decided that the salary of the superintendent of city schools for the year 96 97 be fixed at the following school census have printed 1000 notices to parents and guardians notifying them that in compliance with the new school law beginners shall not be received into the schools except during the first two weeks after
