We are now in for an extended debate between conierence committees of the senate and house, while busiress men delay about ordering and producing, to see where the tariff leaves them. The net result of the whole thing must be to disgust tLo country more than ever with our tariff making methods. The prosperity of a business, and the employment of its woikers can be wrecked by mistakes in the tariff. If the legislators are too generous (o an industry, then the whole people are taxed. The government is between the devil and the deep sea, in an effort to be fair to both producers and consumers, anti frequently the problem seems insoluble. All sections grab and grasp for tariff favors, with little regard .to the welfare cf other sections, and in thfs wild scramble a lot of people get hurt. Yet it does not seem likely that the country is ready yet to hand the making of tariffs over to a tariff commission, which should and theoretically handle this difficult question in a scientific way. There would be everlasting complaints that it was prejudiced and unfair. The experience of the past jear shows what an undesirable thing a general taiiff revision bill is, if there is any way to adjust wrong conditions without it. It should be possible to take up individual cases whoie the tariff ns cither too high or too low, and remedy those situations, without ail the pulling and hauling that goes with a general rev ision. LJL-wlu: t 1 j non-partis- I AUTOMOBILES AND CHILDREN l thousands of schoolhouses in this country, it becomes to station police officers near these buildings at the time the children come to school and leave for home. If not thus protected, theie is serious danger that some heedless child would be lun over. Many parents feel so uneasy about the streets that their thildien have to cioss, that they drive them to ATnecessary school in their own "cars. It is a singular commentary on the manners of automobile drivers, when such pi ecautions become necessary. If such drivers had the right spirit, they would shov such great caution when they pass these groups of little ones on their way to and from school, that all this expen. e and trouble would be needless. They would give the thiUb cn evuy possible chance to cross the streets in safetj, ami if a child darted out in the street heedlessly, the slow moving cars would not piobably hit him. , AN IDEAL COMMUNITY c h e r , noted New York philanthropist, has a plan to develop the county of St. John, Florida, as a locality in which there shall bo no poverty and no preventable suffering and disease. It is a most generous aim, and if one county can be assisted to obtain these benefits it is to be hoped the same things can Iw done elsewhere. To produce a county without poverty, people would have to give up foolish vices and extravagances. A philanthropist might give money without stint to seme families, and it would all go on foolish pyor, .Education in useful trades expenditure and. Uier. vv and in habits of thiilt. however, would do a great deal to bring up a generation of .voung people w hn can take tare of themselves. A UG UKT He ck -- ruiid.-sldLLe- .
