at the Indian population the country's largest ethnic group constituted genocide the commission found It also identified the significant and sorry role played by the United States Last week President Clinton on a tour of Central America took the welcome and important step of apologizing for American involvement and pledging that such lapses of foreign policy decency and judgment would not happen again He said the United States would no longer take part in campaigns of repression but would “continue to support the peace and reconciliation process in Guatemala” There is no question that the world looks different When no longer filtered through the lens of the Cold War Murder is murder and torture is torture and evil is evil it is not containment or counterAnd Mr insurgency or Clinton has the luxury of addressing this history in a world no longer facing down a communist threat But throughout the long dark years of a politically and militarily bifurcated world many inside and outside of government recognized that the Tight against communism was no justification for trampling on the very rights and liberties for which the Cold War was supposedly waged The people of Guatemala must come to terms with the brutal history that touched virtually everyone in that country Recognizing the truth of that past is an important first step Dealing with the racism poverty and staggering income inequality that helped spawn die struggles in Guatemala and throughout Central America must be the next step The United States has its own truths to face And it has a responsibility to help support
