Uuh federal prosecutors have charged a duck club and its president with baiting their hunting preserve to illegally attract waterfowl in violation of the Migratory Bird Treaty Act The Blackhawk Duck Club and its president Calvin Haskill SJt Lake City are accused of helping 13 hunters illegally kill 43 ducks last Oct 7 by baiting property the private dub leases west of the Salt Lake International
