has revived the debate on whether the country’s nuclear industry grew too big too fast The frigid temperatures bolstered the position of France’s state-ru- n electricity authority which had been under fire for expanding beyond French electrical needs France7 ambitious nuclear program — launched in 1973 to beat the huge price jumps in oil — made it the second largest producer of power in the world after the United States Within a decade 34 nuclear units were functioning across the country most of them French-bui- lt pressurized water reactors fueled on uranium The state-ru- n Electricite de France (EDF) boasted the program gave consumers "the cheapest power in Europe" a cocky statement in a country that has virtually no domestic oil supplies The political benefits were also plain Instead of importing half its energy needs as it did before 1973 nuclear energy allowed France to provide 75 percent of its requirements and 85 percent of its electricity France began exporting power to other European countries and adopted ambitious plans to electrify Third World nations by selling them packages of cheap reactors and nuclear fuel But the program eame under heavy fire last year from critics who charged it had created gross overcapacity and unnecessary debt in a mass-produc- ed ng salicylates to containing children Aspirin may be harmful when to children with given influenza-lik- e for the ore undercut the need for Superphenix which produces electricity at 2 Vi times the cost of conventional units The EDF president admitted the project was “tougher than we had thought” One President Marcel Boiteux said “We are never safe nationalized industry The prolonged recession in the industrialized world slowed down electricity consumption by France and its neighbors Huge debts incurred by Third World countries closed the door on hoped-fo- r markets France was capable of building more reactors and producing more power than it could ever hope to sell the critics charged EDF
