Gillins - SALT LAKE CITY (UPI) Republican presidential candidate Ronald Reagan Saturday criticized the Carter Administration's defense policies — condemning peacetime draft registration and poking fun at the president's proposed method for basing the MX missile Both the draft plan and funding to begin work on the nuclear weapons system won approval in Congress last week “I don't happen to believe in a peacetime draft nor do I think it is necessary" Reagan told cheering delegates at the Utah State Republican convention “What I think is necessary is to recongize that we need a professional military a volunteer force capable of handling the sophisticated equipment in today's world’’ Reagan called for better pay and bigger fringe benefits for soldiers to keep them in the service and to foster a strong military reserve “We need to have a realistic pay scale that will do more than see 70 percent of our enlistees serve only one term” he said “If we began drafting men now we wouldn’t have enough officers to train them" The former California governor told the 2500 delegates the Carter Admins tration had turned United States into a "third rate” military power by delaying the development of new weapons systems and allowing the volunteer force to deteriorate for lack of incentives The candidate said he supported development of the new MX missile but he looked with “trepidation” on the Carter Administration's plan to deploy 200 of the weapons in a $33 billion system of 4600 shelters spread across 45000 acres of Utah and Nevada Many people in the two states including their governors and senators oppose the deployment plan because of the land it would occupy and the economy it might create Reagan said the elaborate system would waste land and was probably unnecessary He said the system was designed to accomodate terms of the Salt II treaty which would allow the Soviets to verify the number of missiles deployed in the United States "In other words it was designed to conceal the weapons from the enemy yet allow the enemy to determine where they are "You know I hope our Republican senators won't even pass the Salt in the dinning room” he said Reagan assured the Utahns that if he is elected "there must be a great deal more study and research before we commit ourself to that particular method of launching” The Utah convention was the last GOP state convention in the nation and Reagan was assured of winning all 21 of the state's delegate votes to the national Republican meeting next month in Detroit He was greeted at a convention breakfast by an Transportation is continuing efforts this month to gather “background" information on the canyon highway in preparation for an environmental impact statement that will flkely be undertaken later this year According to Jonathon Palmer UDOT environmental specialist a series of person-to-perso- n interviews have been held as part of an effort to establish whether or not there is a need to improve US 89 in Logan Canyon Palmer said he has been studying "driver attitudes” by talking to the Utah Highway Patrol ambulance services truck drivers road maintenance crews and others who regularly drive the canyon In addition the person-to-perso- contacts” The controversial proposal to improve Logan Canyon highway is only being informally studied by UDOT because of some pending federal regulations UDOT believes may affect EIS preparation Those regulations which were mandated by the Council on Environmental Quality have not yet been released from Washington Until they are no formal notice of intent to undertake an EIS will be filed by the Federal UDOT officials Highway Administration maintain that until the notice of intent is published in the Federal Register there is no formal proposal to undertake an EIS for the Logan Canyon project The only work being done on the project officials stress is strictly gathering "background information” Palmer a specialist in UDOT’s Office of Location and Environmental Studies is spearheading efforts to lay the groundwork for eventual EIS preparation Palmer told The Herald Journal he plans to conduct additional traffic surveys this summer in the canyon to determine whether traffic counts UDOT will also be warrant the pro-he added accident its statistics updating "One of the arguments that's been used in the past against completing an improvements project is that Logan Canyon highway is a recreational highway and that the road is aaequate for recreational use" Palmer said "But another way to look at US 89 is as h crosspart of our US 89 route from Logan to Garden City A study of the section from Right Hand Fork turnoff east to Ricks Spring could take from three to five years and cost as much as 67-mi- le $500000 Palmer told The
