Commissioner Marion Olsen had asked (lov Calvin Rampton if the Bear River Region could get the state appropriation without the federal grant The governor said that it appeared to him that the state money was linked to the federal grant and he would have to investigate whether or not it could be separated The Cahce County Board of Commissioners has not received his answer as yet The committee report said further —"We feel there should be an appropriately disigned disignated area with trained at the tagan Hospital for personnel emotionally disturbed patients "There should be an outreach service that would get resources to persons who need them much earlier via the homes schools and churdies "We feel that the full time staff and facilities of the mental health program should be tied administratively with related resources at the University in order to utilize possible joint appointments and making part time use of university faculty and graduate trainees in mental health and public administration fields” On May 4 Dr Fox proposed to the commissioners that they apply for federal funding and using local state and federal funding gradually build up a comprehensive center not start with a completely staffed big expensive project The committee sees these advantages to this plan: -- This program provides an immediate source of funding to accomplish the needed services —It provides an outline for rewriting the original grant proposal and for implementing the overall program at a slower build up and with the potential for local control in the extent and size of services for which the community and state ware willing and able to assume ultimate financial responsibility —It approaches meeting in skeletal ways the 12 services outlines in the federal guidelines for a Comprehensive Mental Health Center —It provides a vehicle to meet the suggestions of Proposal I It's disadvantage is —It still makes use federal funds and controls with guidelines that may not be applicable to our particular locale (The committee feels that if Proposal II is considered that sufficient local controls could be maintained if the program is built cautiously and if the development and implementation is done under the direction of an adequately established board of directors) The committee suggested that if Proposal II is adopted that use be made of Jim Mulder's concept toward management and accountability and that resources from the university should be used as stated in the suggestions for Proposal I Mulder assistant professor of political science at Utah State University presented an administrative plan for a mental health center to the commissioners earlier this year Karren thanked the committee for its work and said that the commissioners would like the committee to maintain its identity with the possible plan of making it the nucleus of a proposed mental health board Other members of the committee attending the hearing were Glen Jensen Stephen Thurston and Dr Paul Stowell The only other persons at the hearing were members of the press and Dr Fox Edith Morgan Herald Journal Staff Writer The Cache County Commission today was weighing two alternatives for mental health programs After three weeks of considering the type of funding Cache County should seek for its mental health program the Cache County Mental Health Advisory Committee made two proposals to the commission Tuesday —That a mental health program be set up using state and local funding that would be similar to the present Bear Kiver District I'rograin —That a modified Comprehensive Mental Health Center as proposed by Dr Tom Fox using local state and federal funding be set up tarene Berry chairman for the committee told the commissioners "Whatever decision is made our committee is very concerned that we get moving" The deadline for applying for the federal grant for a Comprehensive Mental Health Center is June IS Dr Wayne Wright committee member said that the advantages of a program using only state and local funding are: —This program would function without federal funding —It is relatively inexpensive in terms of total budget Ihe disadvantages are -- The present rograin is inadequate to meet present needs is understaffed under budgeted and facilities are lunited Community trust of the services rendered is very low at the present time and the program lacks visibility in the communities —The waiting period to get needed services discourages most people from applying —Very little educational preventative services are being rendered —Little or no consultation with other agencies is being done -l- ittle or no consultation with oilier agencies is being done —little or no services are available and no emergency services nor day care or partial hospitalization are readily available —There are seriously limited consultative or referral resources for the schools —little or no service to the elderly is being rendered —Very limited preventative and treatment programs for drugs and alcohol are being provided —Administratively the present program is seriously limited in organization structure and business administration It does not have a separate board of directors comprised or professionals and concerned lay citizens whose prime responsibility and concern is mental health The mental health program is either lost or ignored under its present structure where it is part of the District Health Board The committee suggested that an adequate program would have to meet or correct each of the disadvantages "In the opinion of this committee it seems unlikely that the global improvement needed incorporating the above areas could be given even minimal attention under the present budget and staff” a statement from the committee reads "In our estimation it seems unlikely that it could be dune with less than the 2222000 from the state plus current monies now available through local funds and fees that are - 9H Oi generated" PROVIDENCE Logan former city council had not required sidewalks and that this sould be binding on the present city council Council members did not agree with this Property owners said that they wanted to maintain a rural atmosphere and did not seem to be too concerned that sidewalks would add to the safety of the people living in the area Their attitude was that this was a residential area and that drivers are supposed to be alert in these areas and on the lookout for people A vote was taken on the alternatives offered by the city council but only with the understanding that the people were voting in rase the city council forced the sidewalks on them Thirteen voted for four-fosidewalks against the curb and seven voted for five-fosidewalks against the curb Approximately 25 to 30 people attended the hearing most of them residents of the Spring Creek Road area according to Eldon Janes city recorder In the brief council meeting which followed the hearing council members approved a questionnaire
