But if, as the secretary so mournfully asserts, it is out of the question to get revenue out of large incomes, why isnt it still more out of the question to expect to get it from the little fellow? Mr. Mellons reasoning is that the man with a million a year cant afford to pay, so the man with $2500 a year CAN. Sounds foolish to us.
