Those who keep pace with the current events know that there is a scheme on foot at this time, with fair prospects of success, for the "nations of Russia, Germany, France and England to divide up the Chinese Empire among themselves, thus destroying China as a separate nation of the earth. We had looked upon, the scheme from first to last as one prompted solely by greed for pelf and power, and do so now. To our great surprise, however, comes The Deseret News of Tuesday and declares the whole scheme to be of God moving "in a mysterious way, His wonders to perform." After showing that it would be impossible for these nations to unite and rule China collectively, and that actual division of the territory is the only practical way to do it, The News continues: "With China divided up among the great powers of Europe, and its segregated parts ruled by them respectively, Chinese exclusion will be a thing of the past. Railroads will intersect its provinces; telegraph, telephone and electric light wires will make a net work over them; courts will administer justice in a higher form than the ignorant masses have ever known it, a comprehension of human rights and of the elements of ethics will soon begin to dawn upon them, and ere long the lolly and inadequacy of their religion and philosophy will become apparent to them, and they will be willing and prepared to receive something higher. The printing press, the school teacher, and after a while the franchise, will exert their wonderfully potent influence, and these great moral derricks will operate to raise the Chi nese race to a plane of existence and of intelligence far higher than the one they now occupy. You are discouraged, are you? You think the cause of better conditions is making no progress, do you? Compared to an individual's life it miy seem so, but compared to a nations life it is making wonderful strides. Nor is the progress discouraging to the individual if he looks at it rightly. Did you ever stop to think how much progress we have made in the last twenty years? If you will look about you you will see that the topics of conversation and that of twenty years far are as ago apart as the poles. A totally different set of ideas is now occupying all minds not reformers alone, but those who are opposed to reform. Twenty years ago you could not have gotten any one to listen if you talked about the public ownership of the telegraph or railroads, or that the mony opolies were irjuring the people. these and kindred subjects form the topic of conversation of every group of men who assemble anywhere. The old subjects have been forgotten. A new public mind is far on the way toward being formed. This is the real revolution and it is nearly accomplished. The outward acts of men that follow a change of mind will as surely follow as causes produce effects. Yes, the work has progressed much farther than the casual observer is aware.
