Watkins Nominee for re-election as District Judge on the Republican ticket Straight-forward, courageous performance of duty has attracted state-wide attention to his work as Judge. For instance, to cite only one matter of many that might be cited, his insistence that the State Banking Department in the liquidating of closed banks in Utah County obey the law and be reasonable in their salary and expense accounts, ac-counts, brought to light a serious situation. Judge Watkins took the position that it ,vras his duty under the law to protect depositors and stockholders in closed banks, even in the absence of a protest. He required re-quired substantial evidence that the salaries and expense accounts were reasonable and necessary, before court approval ap-proval was given. He also required receipts and vouchers be filed with the court. When the evidence failed to up-hold up-hold the reasonableness or necessity of the salaries and expenses, he promptly reduced them or eliminated them altogether. One examiner's account for six months period was trimmed $1,139 in this manner. Community Service While it is no part of a public official's qualifications qualifica-tions for office, the public service rendered by an official outside of his official duties is entitled to some consideration considera-tion by the voters, especially in these times of wide-spread economic distress. , In this connection it seems proper to call attention, to the fact that Judge Watkins is one of the largest private pri-vate employers of labor in central Utah, and a3 a matter of fact has paid to hired help not only the proceeds from private enterprises, but the greater part of his salary received re-ceived as a state officer. When he was elected judge in 1928 he was engaged, in addition to the practice of law, in fruit growing at Orem. Soon after his induction into office the depression came on and it became apparent that fruit farming held no hope for profits, yet he decided to "carry on", even if no profits could be made, with the hope that the enterprise would at least pay its way and provide necessary employment employ-ment for many people out of work. Following this policy Judge Watkins planted a fifty-acre farm he had leased, to strawberries. In this year of low prices, and while the farm had been operated at a loss during the past four years, largely because of frosts and drouths, there has been paid out for labor in 1932, $5,-500 $5,-500 in cash in addition to several hundreds of dollars in produce. In the last five years nearly $25,000 has been paid to approximately 900 workers. A large part of this has been paid to Lehi people, as well as to workers from other towns in the north end of the county. lie is a member of the Utah County Farm. Bureau, Orem Chamber of Commerce, and in a religious capacity serves as president of the Sharon Stake of the L. D. S. church. , Notwithstanding Judge Watkins has rendered extensive ex-tensive public service, he has kept his part of the judicial work up to date and has been one of the hardest working Judges to preside in this district. Judge Watkins, who lived some four years in the Lehi precinct, is the only state candidate on either ticket, residing in Utah County north of Pro vo. Thousands of voters in Utah, Wasatch, Duchesne and Uintah counties regardless of party lines are supporting support-ing Judge Watkins for re-election. The bazaar opens at 11 a. m-Aprons, m-Aprons, quilts, fancy work and beautiful hooked rugs, as well as other articles are on sale. From 12 to 2 a children's, lunch will be served. There will also be a fish pond for the children open all afternoon From 5:30 to 7:30 a cafeteria dinner will be served. Meats, veg e tables, salads, rolls, cake, pie, and cocoa will be sold very cheap. Home made candy will be sold during the afternoon. Utah County did not have shops in which to house its ma. chinery and tools, and in which its trucks and automobiles could be repaired and housed, until now. And today there isn't a county in the state has better shops and equipment. At a saving of over $50,000.00 the county has a Jail which ha been pronounced by men who know, the equal of any if not the best in the state. A shop, none better, a sheriffs residence that is comfortable and handy to the Jail, an emergency hospital and an ambulance service. - -, The improvements at the County Infirmary such as remodeling re-modeling the heating and plumbing systems, the re-roofing of the building and scores of minor improvements which has made the place more home-like and comfortable for those of our citizen who have to be housed there, , ; During the last six years, the county has been required add to its demands on the taxes, the Old Age Pension for the blind, Until the last year when conditions became so bad, the policy poli-cy of surveying our lands and highways, and establish where ever possible section corners so as to save our property owners thou-. thou-. sands of dollars, trying to establish their property lines, has been one of the progressive moves of the Commission during Mr. GUi-man's GUi-man's service. - s These and many more unusual things, things out of the ordinary, have been accomplished during the six years c GUlman has served as Commissioner.
