Secretary Hughes, writing to Samuel Campers, who asked for a statement of "tho facts" regarding regard-ing Hiissla, Indicates definitely that there Is no prospect of a resumption Of relations with the United States while the soviet political and economic eco-nomic system remains. Tho letter replies to vnrlous statements state-ments characterized as propaganda which contend resumption of relations with ho Soviets would open a great current of trade of advantage to the United States and thnt large shipments ship-ments of Husslun gold have been mndo to other countries In payment for goods'. Soviet Itusslu, tho secretary declares, Is a "gigantic economic vacuum," nnd ho adds that "no evidence exists thnt the unfortunate situation Is likely to bo alleviated so long as the present aystem continues." There have been since December 13, Secretary Hughes says, no restrictions on llnunclnl transactions between the United States and Russia, although there Is no ussurnnce that the mint ofr the reserve bnnks will nccept Husslun Hus-slun gold. In reality, the secretary says, transfers trans-fers of Russian gold to other countries coun-tries have been small and at the most liberal estimates the Soviets have not more than $175,000,000 gold.
