This was pointed out by Utah Foundation, the private tax research organization, in their analysis of the local sales tax increase enacted by the 1975 Utah Legislature. Under the new legislation, local units must adopt the new percent local sales tax or have no tax at all. Counties and municipalities will have to enact new ordinances calling for a 34 percent sales tax rate by July 1, or lose not only the percent increase provided by the new law, but also the '2 percent tax which they have been receiving. At the present time, all 29 counties in Utah are imposing the 'i percent local sales tax. In addition, the tax is also levied in 175 cities and towns throughout the state. The tax imposed by the county, however, does not apply within any city and town which levies the tax. These will be the main features of the new automotive trades building now under construction on the new Orem campus of the Utah Technical College at Provo, according to Earl B. Cottam, division chairman of trades and industrial education at Utah Tech. The new building, he said, will incor- porate the latest developments in flexibility and open space concept for greatest utilization of the available room. The structure, now under construction on the new campus along with a business building and heating and plant, is scheduled for completion and use by the fall of 1976. It's contract was let for $2,503,950. Chairman Cottam said it will serve an estimated 300 students in training for the automotive trades. The major shop and laboratory areas will include diesel s mechanics, auto mechanics, and an auto body department -each with the latest equipment necessary for complete training in these occupations. The auto g body shop will include a and paint laboratory, frame straighteners, and equipment and facilities for major and minor body repair. It will have, said Mr. Cottam, two collision repair labs. A parts department will be a main feature of the new building, both for dispensing parts and, more important in line with Utah Tech goals, training students to be parts employees. There will also be a centrally located tool room, for training and use by all programs. Other features listed by Mr. Cottam for the new building include facilities for studying CONCRETE PIPE, refin-ishin- automobile hydraulics, and welding (both arc and oxyecetylene), dynamometer training for diesel and automotive (the measuring of horsepower output and for and diagnosis), a cleaning area including steam, and a machine shop area in the diesel tun-eu- p IRRIGATION and lockers and wash- room areas for men and women will be a feature of the building. In late years a few women have graduated from the diesel and automotive departments of Utah Tech, and Mr. Cottam sees this as a growing trend in the years to come.
