Smlther In tha National Republio says: "If Washinrtfon, Madison, and the other great men who framed the Constitution were right in creating three coordinate brunches for the nation's government, then Congress should reas- ume that complete control of finances which the Constitution gives it, and which it held until five years ago. "The right to levy taxes and to appropriate the money bo collected. or borrowed on the nation's credit, resides lu Congress, according to Section IX of the Constitution. This power, the most Important of a free people, was assigned to Congress because Its members are the direct representatives of the people. Swedenborg's oi.icial position was assessor extraordinary of mines, and his creative contributions to technology were extensive. He established scientific assaying of ores. He put the metallurgy of copper and iron on a practical basis, designed efficient furnaces and rolling mills, and made the Swedes produce their own iron instead of exporting the ore. But Swedenborg's great discoveries and inventions in physical science and engineering were eclipsed by his work in biology and psychology. Swedenborg was born in Stockholm, son of Dr. Jasper Swedberg, later professor of theology at Upsala and bishop at Skara. When he received the patent granting him nobility, his name was changed to Swedenborg. All authorities agree that the name was first used by Iberville and his companions when they made their voyage up the Mississippi river early in 1699, but authorities differ as to the reason for this name. According to one account the name was derived from a gigantic cypress tree on the east bank of the Mississippi within the limits of the present city. The wood of the cypress tree has a reddish tint. According to another report, the name was derived from a red pole set up on the bank of a small stream by Indians, either for sacrificial purposes or to mark the boundary between the hunting grounds of the Houmas and the Bayougoulas. The exact date of the settlement of Baton Rouge is not known. The earliest mention of the settlement is from the journal of Father Charlevoix, who states that he went to Baton Rouge to say mass on New Year's day, 1722. not of the New Deal but of the Jefferson lan type. In an address recently Dr. Butler named fascism and communism as two externally directed enemies of democracy aud pointed out wisely that these two systems resemble one another more than either of them resembles democracy. But even more significant were tha educator's remarhs as to Internal dangers of democracy, especially when we see a trend toward these dangers in the United States at this time. Of three Internal dangers which Dr. Butler pointed out the first waa the use of the taxing power not for a primary purpose of raising e but to redistribute the wealth of the country and wealth redlstrl-butlo- n is one of the tenets of tha communist faith. The second danger mentioned was the excessive growth of tha power of the chief executive. Hera Is a development which might tend toward fascism, communism, or any other form of autocracy, and we have heard a great deal about it during the past few years. The third and last danger mentioned la the tendency setting up federal boards and commissions and then giving these boards and commissions the right to issue rules and regulations which have the power of law, tending to make them branches of an autocratlo system at the center of the national government. Here la another danger which has been looming greater and greater with the passing yean,' despite the promises of one chief executive after another to do something about It. Pressure for New Taxee Expenditures $9,000,000,000, revenue $6,600,000,000. This record of annual finances of the federal government la e enough that there will be continual pressure for new taxes at Washington, It furnishes the background to the report that Roswell Maglll and other Treasury Department officials are busily engaged In studying a new tax program. And taxes absorb purchasing power. Today taxes are taking 25 per cent of the nation's Income. If they take more, purchasing pow-e- r will be decrereed, with a serious effect upon the unemployment situation. Syracuse In the face of these facts, there Is a place In our state for Pro America, and every thinking woman should Investigate Its Ideals nnd purposes with a view to add-ln- g her strength to that of its several organizations; to preserve the Constitution and make tha United States a better place for sons and daughters, and to prevent the burden of tax rlnht from mortgaging their entire future.
