It will be remembered, was set forth aa cutting down the debt burden, particularly of farmers who had heavy mortgages on their homesteads, and of city home owners whose equities In their houses were proportionately very small Indeed since the collapse. That was the prime object for restoring the 1923 price leveL In fact, this idea of helping the debtors was almost the only concrete object of the desired price Inflation. Practically the only other effect was largely psychological, though very important For people feel prosperoua when prices are rising, even tf their own Incomes do not quite keep pace wun me rising costs of living. Part of this Is the desire to buy quickly when everyone thinks that If one delays buying the price of the desired piano, radio, automobile or whatnot may be higher. The housing legislation desired by the administration seeks to reduce substantially the Interest rates on home mortgages. But that Is only part of the program. The desire of the administration now Is to reduce all interest rates to make borrowing money much cheaper. One of the most reecnt moves In this direction was the transfer of some two billion dollars of the "profit" the government made by devaluing the gold dollar to special reserve. This would seem to be merely a bookkeeping transaction, on the surface, but It Is rather significant u 1 ivv 7i h: Iff . t .tot imico) I v iuur winners Of the annual Pulitzer prizes, i uiss e best novel, "Lamb In Ills Bosom"; 2 Dr. T. But the court has rendered many other de cisions, not concerned with actual New Deal legislation, which are right In iine with President Roosevelt's policies. For example, the recent decision In the Chicago telephone case. It was all on a question of return on the Investment, and the method of arriving at the Investment Not even the most radical fringe of the brain trust could quarrel with that decision, which resulted tn the telephone company's being ordered to make refunds. And which, more Important, will result In a wholesale drive against not only telephone charges, but all othier utility charges, all over the United States. Incidentally that decision was responsible very largely, according to followers of the stock market here, for the recent decline In security prices far more than was tho pending stock regulation bill, or the proposed amendment or lack of ameadment of the securities act, or any of the other pending New Deal measures. The decision ties In with the administration policy, brought to the front vigorously since the obvious failure of the gold manipulation to raise commodity prices, to help the farmer and home owner burdened by a heavy mortgage by reducing Interest rtea. For tae dedaloa recognUd as adequate, a Each lower rat of return a Investment than hitherto had ever been aecnU3 by courts generally as nonconfiscatory. Congress Will Oblige While it U fairly certain that con- gress will grant president Roosevelt the power he desires to negotiate reciprocity treaties with respect to tariff duties with foreign countries, there Is very grave concern underneath the surface aa to possible consequences. Fear exists that drives to force the President's hands on such treaties may rival the bonus drives of the last few years, a is pointed out by New England senators, tn particular, as representing manufacturing states, that the natural result of the new policy will be to hurt manufacturers in order to give a supposed advantage to fanning MINE AGAIM fOLOMOITS Finding of King Solomon's mine, search for which has caused the death of thousands, has bees reported fcy a prospector in Broken HIH, northern nhodesla. For more than 300 years men nave been searching for the legendary mine, Ia Solomon's day It was said to be se fabulously rich in gold that silver became of little value in his court. The search has gradually narrowed down to an area of about 250.000 square miles. Arabs tortured many natives In an effort to extract information about it and many Portuguese tramped hundreds of miles Li search of It states. There is no serious belief that any of the present or proposed restrictions will eliminate the problem of farm surpluses. In other words, it is believed that the farmers of this country will continue to produce more wheat, more cotton, more corn, and virtually every other exportable farm product than can be absorbed at satisfactory prices. What more natural, the New England senators inquire (although some of them, including Senator Walsh of Massachusetts, propose to go along with the administration and grant the power) than for the farmers to demand that a specific treaty be negotiated with some country willing to take part of our surplus agricultural cropst This particular country might want in return that the 'United States admit her shoes, or manufactured goods of any particular type. Will Not Bind The compromise bill provides for emhearings. But the President is he to pleases appoint anyone powered to hear the protestants against the proposed reciprocity agreement There is no requirement that he abide by the opinion of the committee he appoints to hear the protests. After the smoke has cleared away there will be the united pressure of the farming states for the proposed treaty, and the opposition only of a relatively small manufacturing community. The answer Is, the New England senators fear, that in every Instance the pressure of the farmers will prevail over the resistance of the manufacturers. The original conception of the tariff treaties Idea, it Is claimed by many critics, was just an alibi for the administration. At the convention and during the campaign the Democrats laid considerable stress on the Idea r tariff bill that the was what started the world depression. It was responsible, by its high tariff barriers, for the evaporation of world trade. Foreign countries could not sell to us, so they erected barriers against our exports. Then the deluge. Opponents of the tariff treaty admit that the evaporation of world trade was one of the troubles. They admit bill was that the Fordney-McCumbfor retaliatory tariffs. responsible quotas, and embargoes. To win a slender, youthful figure take a half of teaspoonful Kruschen Salts in a s of hot water first Cut Liquor Tariff Reduction In the tariff on distilled liquors from $5 a gallon to not more than $2.50 is one of the moves being advocated here as a result of the start' ling disclosures of Director Joseph H. Choate, Jr., of the Federal Alcohol Control administration, a,nd Dr. James M. Doran, of the Distilled Spirits in stitute, about the prevalence of moon- shining and bootlegging. Most observers agree that the local restrictions, as to closing hours, etc, are almost as important In encouraging the Illicit traffic as the high tax, but there is another element A very large percentage of drinkers believe that Imported liquor Is good, and that the domestic liquor, except the bottled In bond variety, which Is too expensive, Is not as good as bootleg. There is a tremendous stock of American type whisky in Canada gallons, according to Mr. Choate and a good deal more, according to some other authorities which could be brought Into this country and sold freely If the Import tax were made considerably less. Then there are huge stocks of whisky In Scotland, which It Is alleged could be brought la. The point Is that this Imported whisky now pays $5 duty, plus $2 excise tax, plus all other taxes. It runs more than $S a gallon tn New York, and even more In some other states. If this price were shaved to a reasonable figure by reducing the tariff, the government would at least get that revenue, whereas It Is figured that now the government will actually get less thsn of the revenue estimated from distilled spirits at the time the present tax waa Imposed. Collections of tariff duties on distilled spirits were only slightly more than $4,000,000 for the four month of December to March Inclusive, or bare-l- y more than a million dollars a month. Which meant barely more than 200,-00- 0 gallons a month! Mind this includes all Scotch whisky, all Canadian whisky and all imported Jamaica and other rums, Imported brandies, and imported cordials and liquors I Obviously this Is absurd. Everyone who knows anything about the business knows tlwit a great deal more imported liquor Is being sold than this. The answer Is that smuggling Is almoit as prevalent as bootlegging.
