That is exactly what the Roy City Council is do; ing. The letter sent to all Roy utility users doesnt even address the issue of the debt repayment if private land developers dont come in and develop and if new homeowners cant be found? What if the present landowners have no intention of selling their farm lands? . Roy City Council preaches that everyone should pay for what they use but they dont practice what they preach. , Why are the FoxGlen and Aland of Honey subdivisions paying for the lift stations being used by the Parklande subdivision? Why are ' those who are buying their water service from Hooper paying, for the water equipment charges in Roy? If Roy City doesnt want to give the residents west of 3500 equal treatment under the law then they have no business annexing the area. The letter from Roy City advises Roy residents that if the sewer expenses are equalized that it will cost each ratepayer an additional $2 per month. If development occurs on schedule as Roy has prophesized, that fee can easily be reduced signifiDavid Westover cantly. Roy ed Review Violent crime increases in the U.S. each year and a large percent is committed by criminals who have turned loose by softhearted jurors, muddle-heade- d y parole judges and boards. Our legal system tends to encourage crime. Most of the arguments against the death penalty are ridiculous. Though Our legal profession would not admit it, even to themselves, their thinking is, once a murderer or rapist is six feet under, there are no more legal fees or repeals and delays. Also, many jurors are prone to d take the advice of a defense attorney or a judge rather than judgement on evidence produced by the prosecution. The more jails and parole boards we have, the more public defenders we will need and the more student loans the taxpayers can subsidize so that we may have more men and women obtaining law degrees. I read Barry Kawas article on Davis County elected officials being entitled to another pay Praise. It was a good article but perhaps, he should include the answer to why? I He seems to base his justification for a raise on Mto put their pay in line with comparable county officials salaries. Why? Davis Countys ability to pay Should be the only factor in this matter. What bearing does the pay of some other county official have to do with it? These guys knew the salary when they asked for the job. Seems to me there is material for an interesting column here.
