Citing complaints by residents of subdivisions protesting higher sewer payments for special sewer lift stations, Cragun said the issue has caused real alienation in western Roy. Meister and Ulibarri said they are leaning towardd a position favoring equal payments by all residents for basic services. Ulibarri, an incumbent, said he will not make a final decision until after a public hearing about the issue on Nov. 15. Incumbents Taylor and Kimber said they had not decided how they would vote on the issue. Im not sure how far we should go in charging people for special needs. There are some things we buy collectively as a city like parks, sewers and garbage service, said Taylor. Kimber said people should remember the districts were not created to divide the city.
