Utah House Bill 141 recently passed in the Utah Legislature, prohibits any city from banning sales of Class C fireworks. However, the bill does allow cities to require licenses and reasonable fees for the retail sale of fireworks. The bill also allows cities to adopt ordinances and regulations on the sales of fireworks, as long as tnose regulations do not conflict with the new state law. Class C fireworks under the ordinance have a maximum of 50 grams of powder, a wheel device with not more than 60 grams and a ground noise maker with not less than 50 millig- rams of powder. Class B fireworks are the larger fireworks used in shows. Until 1980, only sparklers, poppers and a few small noisemakers which were sold only in retail stores were available in Utah. A few cities each year gradually changed their ordinances to allow the sale of class C fireworks and companies Such as Lantis lobbied for House Bill 141.
