The other source of revenue to pay for the expansion and improvements is the mill levy, set at 2.39 for North Davis County sewer users, by the board of trustees last Thursday night in a special meeting. The levy is a decrease of .09 from last years 2.48 mill levy tax but it is the maximum that can be levied because of a 106 percent limitation imposed by a new state law. However, the user and impact rates are wholesale, with each member city of the district adding on its own sewer charge on top of these, said financial advisor Kent Mitchie in a North Davis County Sewer District Board of Trustees meeting Thursday. The sewer district includes the cities of Clearfield, Clinton, Lay-toRoy, Sunset, Syracuse and West Point, along with the unincorporated areas of Davis and Weber counties.
