Regrettably, there will always remain individuals like Dan Shupe and Don S. Barton who can't understand what all the fuss is about. Through their parochial blinders and myopic focus they see every debate as a personal attack on their faith. The real issue is not about character or faith, but about justice and propriety. When one assumes the title and mantle of church emissary, one becomes the physical embodiment of that church, or better put, the church incarnate. The First Amendment establishment clause dearly prohibits this in public schools. Our founding Fathers deemed this prohibition of prime importance when they crafted (he Bill of Rights. Nowhere did they use the word proselytize" as a benchmark to define what level of church activity is permissible. Though the right to believe is absolute, the right to express those belief is not. I cast no disparagement on the moral character, civic concern, or religious tenets of IDS Missionary volunteers. Volunteers of all religious faiths are entirely welcome. But volunteers must come with no strings attached, no advertisements, and with no hidden agenda. Lets remove the uniforms, drop the name lags, and delete references to church and title. Then, as ordinary citizens continue to volunteer as fits one expertise and school requirements. To do otherwise compromises the volunteer-stude- nt relationship and exposes ulicrior motives. To do less violates the constitution. Glen R. After all, the best acting is that which makes a work of fiction seem real. But this isnt a movie. In real life, when the lights come up, we see the soda spills on the seats and the trash scattered about, and how seamy things really are. No, it wasnt. According to subpoenaed doc- uments released to the House Resources Committee by the Clinton administration, the real purpose of creating the monument was to ensure the Presi- dent's second term by bringing alienated environmentalists back into the fold. An Aug. 14, 1996 memo from Council on Environmental Quality Chair Kathleen McGinty notes an action of this !type and scale would help to overcome the negative views toward the Administration created 'by the timber (salvage) rider. n So, the wheels were set in into Utah of state the turn to la political sacrifice zone, while scoring votes from (McGinty 4gain) coastal California, Oremo-'tio- gon and Washington, southern your Call Standard-Examine- r I 625-430- 0 the Utah congressional delegation was never notified. These are the valid existing rights which the President said would be honored in his proclamation establishing the monument. Redford complains that the leases are not valid because they were initially granted without sufficient environmental study or public input. Fine, but thats exactly how the monument itself was created. According to a July 25, 1996 memo from McGinty to the President Clinton, he was empowered to establish monuments under the Antiquities Act without (National Environmental Policy Act) review. The Administrations attitude toward public in that allowing Conoco to exercise its legal right to drill would permanently stain what might otherwise have been a defining legacy of the Clinton presidency. The reality? The conduct of the Clinton Administration in the creation of the Grand National Monu- ment defines a legacy all right, of unrefined political crudity at depths no drill can ever reach. All of us have been permanently stained. Too bad this isnt a movie. Skinner is a staff writer for the National Coalition for Public Lands and Natural Resources. 1 Lb.
