Bell Names New Da Phil Selander has been named district operations manager for the Northern Utah Mountain Bell operating district that includes Roy and Davis County. Cook told the council he feels he is entitled to a $5,000 credit on future development fees because he installed a trunk line for storm drainage at his own expense, in addition to paying nearly $2,000 in fees to the city for storm drainage service. The storm drainage fee is 7 percent of the value of the property developed. Cook said the trunk line will serve future developments in the same area, other than his own. He said he installed about 140 feet of pipe, and presented the council with an itemized statement of his expenses in the project. Mayor Golden L. Allen said it appeared Cook has been billed twice for the same thing. Councilman Norman Wright agreed with Al- -' len. He said he has seen misinformation presented before and has seen officials make decisions based on that misinformation. When we adopted that fee ordinance, the city was led to believe that that was the way other cities were going, he said. Allen told Cook that the city could not make a change retroactive. Cook said he was not asking for that. He said he would like to see the city change the ordinance to charge a flat fee for storm drainage service. He said it would be easier for the city to administer besides being more fair. Cook said he would like to be allowed to record another lot on the same property without paying more in storm drainage fees.
