Show IOC Center Appeals to Governor Lakeside Review, Wednesday, Nov. 4, 1981 Legion Meets City Wants Freeport Money The American CLEARFIELD Legion Post 134 will hold their monthly meeting tomorrow at 8 p.m. in the Post home at 795 N. Main Street. According to Joe Ward, adjutant, the question of whether to build a new Post home at the rear of the present lot is to be discussed. Currently, the Post has 143 mem bers and the number is expected to go over 200 in the near future, and it is rapidly outgrowing the present facility. Ward urges all members to attend the meeting and help in making this important decision. BY RON KNOWLTON REVIEW STAFF CLEARFIELD Mayor Donal Townley said that Clearfield taxpayers are shouldering too much of the tax load for the Freeport Center and has appealed to the governor for an investigation. Townley sent Gov. Scott Matheson a lengthy report over the weekend which includes an independent appraisal of the center. The center is not being taxed for some $73.7 million of appraised value, the appraisal shows. Assessed value of land at the complex should be $3,200 per acre rather than the $1,000 recorded by Davis County, the appraiser, Valley International Inc. of Salt Lake City, discovered. 735-ac- re NARFto Meet . - - ; The National CLEARFIELD Association of Retired Federal Employees will hold their monthly meeting tomorrow at 12:30 at the Heritage Senior Citizens Center, 562 S. 1000 E., Clearfield. Helping each other with retirement problems, as well as working to form legislation by working with Congress are the major purposes of the organization. Borgeson said although there are over 40,000 retirees in Utah, the state has one of the smallest NARF groups in the country with a membership of approximately 4,000. ' Any retired person, as well as a potential retiree age 50 and above are encouraged to join. Dues are $6 a year and includes the retirees magazine Retirement Life. - After the Utah State Tax Commissin lowered the Freeport Centers appraised value by 10 percent, Townley decided to do something about it. Freeport officials won an appeal that lowered the initial appraisal of $27.8 million to $25.3 million. The mayor said in his letter to Gov. Matheson this action reduced the Freeport Centers assessed valuation from percent at the same time that the remaining taxpayers of this city are being taxed at a net increase of 14.4 9-- percent for 1981. Because the Freeport Center provides about $90,000 in city tax revenue, Clearfield officials have expressed concern about the lowered assessment. , All of the facilitys 65 older buildings were set at a minimum value of $87 million in the citys appraisal. It also showed that with more land purchased and improved, together with new construction, the entire complex may abe valued at $100 million or more. The center is presently paying only 26 percent of what it should, using the minimum estimate, Townley said. Were being ripped off and Im calling them on it, he said. I dont know why the county is not involved. Theyre a bigger loser than we are, he added. Townley said he hoped an investigation would help to straighten out the situation. The study sent to the governor also g shows a discrepancy in a listing prepared by Freeport Center itself, used in August 1981 to obtain insurance. building-bybuildin- Curious Center Dates Activities A variety of activities are BOUNTIFUL planned for the Golden Years Center in Bountiful for November.
