The publicity was put out long before the seats were available, because although the county had the seats, they were all missing a safety part. At that time a waiting list was made for about 30 BOUNTIFUL Bountiful City Manager Tom Hardy outlined several proposals the city will make to the board of BARD (Bay Area Refuse Disposal) during city council meeting Oct. 28. Hardy said that BARD faces the prospect of running out of land at the present site. BARD will need additional land and will need to double stack garbage at the present site, he added. Also a waste disposal plant will be needed, he said. Hardy said the present BARD site needs to be brought up to standard for closing. You cant just walk away from a site. He said the city seems to have more and more garbage and less land than we need." Some suggestions the city will offer are that Bountiful be allowed an additional member on the board of BARD, a review of the BARD contract be made by the city, that all cities commit to restore BARD to an acceptable level and that each City agree to pay their share of the expenses. He suggested that representation on the board be according to homes in each city rather than each city receiving one vote. Bountiful should be able to vote according to the number of citizens in the city, he said.
