THIS STRONG action was taken by the commission Tuesday afternoon when they announced that "they (as county commissioners) no longer want any part of the Davis CAP. "Weve been as honest and fair as we possibly could in all our dealing with the CAP, including the appointment of a new CAP director a few months ago, and all we have received is criticism and harrassment, said Commission Chairman Glen W. Flint. WEVE BEEN repeatedly charged with discrimination and other allegations that simply are not true and as far as Im concerned we (commission) should simply pull out and let the CAP go their own way. Comm. Ernest Eberhard made the motion, after further discussion, and the motion was seconded by Comm. Morris F. Swapp. The motion was passed unanimously. Ver-No- The request from the Denver office asked the commission to explain in detail the following: (1) JOB classification of the CAP director; (2) personnel policies of the county commission; (3) the criteria for selecting a CAP director; (4) the ranking order of all applicants who applied for the CAP director position; (5) reasons for not selecting another applicant; (6) the s CAPS (which are presently being revised and updated); and (7) copies of applications of Mr. Griffeth and other finalists for the CAP job. Mr. Chavez informed the commission, by letter, that he would be in Utah the week of Dec. 17 and asked to visit 'with the commission and to review commission records. THE COMMISSION accepted a bid from Cutrubus Motors, Layton, for $29,962 for the four vehicles. However, Sheriff Brant Johnson told the commission that the bid could be increased by as much as $400 because only four, instead of six cars were purchased at one time. The sheriff said he needs six vehicles but the commissioners agreed to only four after reviewing the budget following last Tuesdays bid opening. Commissioners said they will consider adding two more vehicles in the 1981 budget. BOB GOLDSBERRY, of Goldsberry and Associates who prepared the budget, said nearly 40 percent of the total general fund budget will be used for law en- forcement and medical assistance. He explained that the budget was adopted based on a 92 percent collection rate and may be adjusted when the 1980 valuation is known. DAVIS COUNTY used to have a collection rate but more and more taxpayers are paying the penalty for late payment of taxes just so they can hang onto their 97-pl- money (earmarked for taxes) and gain the higher interest rate, said Mr. Goldsberry. The interest rate paid by banks is about double what the interest penalty is for late payment. He said the 1980 budget is about an 11.1 increase over 1979 revenues.
