THIS WAS the conclusion of Utah Foundation, the private tax research organization, in a study of fiscal conditions in Utah at the end of the 1979 fiscal year. 1979 Legislature The provided Utah taxpayers with $74.5 million in tax relief this year, most of which will come from a four-mi- ll reduction in the basic school levy and from a general tax rebate to all homeowners and renters. THE STUDY points out that it will be much more difficult to develop substantial surpluses in the future than it has been in the -- past. Consequently, it probably will be necessary to trim back on some current services and programs before any added tax reductions can be made. Foundation analysts arrive at these conclusions from the following facts: I. CURRENT revenue collections have fallen behind earlier expectations. During the fiscal year ended June 30, 1979, actual sales tax collections were $5 million below legislative estimates while individual income tax collections were $8 million under the estimates used by the 1979 Legislature. TEACHERS feel it works and attitudes seem to be she said. "One changing, measure is a writing assignment which students are given at the beginning of the year. At the end of the school year they write again on the same subject. We are seeing a lot of growth. The teachers involved in the project at USU feel more competent to teach writing already and Don Lochhead, supervisor for secondary English in the Davis District, has plans to get the workshop ideas to teachers in the district.
