HE IS an officer assigned to the guided missile destroyer USS Robison, homeported in San Diego, and operating as a unit of the U.S. 7th fleet. During routine naval exercises in the Gulf of Thailand, the ship spotted 264 refugees packed into a crippled wooden cargo boat. APPROXIMATELY 240 miles south of Saigon, an overcrowded wooden boat was sighted with 23 people aboard. While boarding the refugees. two women and one infant fell overboard. Several sailers jumped into the extremely rough sea and held the refugees afloat until they could be helped aboard the ship. Only one woman could be revived. The refugees said they had been adrift at sea for three days without food or water. A 1968 graduate of Davis High School, and a 1976 graduate of WSC with a bachelor of science degree, DeCaria joined the Navy in May 1969. His wife, Gayle, is the daughter of Monte D. and Geraldine A.
